687-8729. Bechtel National, Inc., (BNI) under Contract No.
N68711-92-D-4670 will be issued an Request For Proposal (RFP) to those
companies qualified to perform geotechnical laboratory tests on
samples of soil and rock obtained from hazardous waste sites at Navy
and Marine facilities located in Southern California, New Mexico and
Arizona. It is anticipated that there will only be one (1) successful
award as a result of this RFP and it will be for a full service
laboratory. Scope of Work: The work shall include arranging to take
delivery from various sites, samples of soil and rock which may contain
hazardous materials; performing geotechnical tests according to
applicable ASTM, USBR, and/or EPA test methods/standards, providing
periodic reports of tests and preparing a final laboratory test report;
and storing of the samples for the period of time requested. The
geotechnical tests may include visual classification of soil and rock,
mineralogical analysis of soil and rock, grain-size distribution of
soil, specific gravity of soil and rock solids, unit weight and
moisture content of undisturbed or disturbed samples of soil and rock,
plasticity characteristics of soil, moisture-density (compaction)
relationship of soil, unconfined compressive strength of fine-grained
soils and rock, hydraulic conductivity of undisturbed and remolded
soil, air permeability of undisturbed soils, swell and consolidation of
undisturbed and remolded soils, capillary suction of soil, California
Bearing Ratio of R-value of soils, unconfined compressive strength of
rock cores. Selection Criteria: The laboratory shall be in Southern
California. The laboratories shall indicate whether they have the
capability to set up mobile testing facilities at the sites for basic
tests, but this is not essential for pre-qualification. The laboratory
shall have the necessary facilities, equipment of the right type and
quantity, personnel and license from state and local government
agencies to perform the tasks described in the Scope of Work. Ability
of the laboratory to conduct direct shear and triaxial compression
testing of soils will be considered. The laboratory will be required to
have the test results reviewed and approved by a professional civil
engineer registered in the state where the sites are located. Because
of the potential for some sites in New Mexico and Arizona, the
laboratory shall indicate if the key personnel have registration in
California, New Mexico and Arizona. The laboratory personnel shall have
extensive experience in handling, storing and testing of soil and rock
samples containing different types and concentrations of hazardous
substances. Although not a prerequisite, the laboratories are asked to
indicate whether they have the capability to perform radiological
analysis and have a radioactive materials license, indicating license
levels and radioisotopes. Selection Criteria: The following supportive
documents shall be included: 1. A description of the organization,
floor plan and equipment layout of the laboratory premises and health
and safety procedures; 2. Current inventory of equipment; 3. List of
similar projects completed including those for government agencies; 4.
Statement of corporate commitment to the program; 5. Document showing
current certification of laboratory including city and county
certifications, if any; 6. Current resumes of key personnel who
supervise and perform the tests and personnel responsible for QA/QC; 7.
WA/QC plan to be used for this geotechnical laboratory testing program;
8. Three references from recent completed projects of similar nature;
9. Results of recent QA/QC audits performed by government or other
clients; 10. List of internal procedures for equipment operation,
maintenance, analysis (Table of Contents from appropriate documents
will be sufficient); 11. Representation as to whether your firm is a
large, small, disadvantaged, and/or woman-owned concern; 12. Statement
that the laboratory is not currently prohibited from doing business
with any government agency. Submittals are to be no more than fifty
(50) pages and the transmittal envelope and first page of the submittal
shall be marked ``Geotechnical Laboratory Testing of Soil and Rock
Pre-qualification''. Written submittals shall be made to: Bechtel
National, Inc., 401 West ``A'' Street, San Diego, CA 92101-7905,
Attention: R.M. Pascal. Telephone requests will not be accepted.
Responses not received at the above address within fourteen (14)
calendar days of the date of this announcement may not be considered
for receipt of the RFP. Al successful pre-qualified respondents will be
placed on the bidders list for forthcoming RFP. After award of the
Subcontract, requirements for geotechnical laboratory testing services
shall be released through the issuance of Delivery Orders. The
Delivery Orders shall include the pay items, descriptions, quantities,
Scope of Work, site-specific health and safety plan, maps or any other
documents required for the execution of the work at a Not-To-Exceed
