by Air Force Development Test Center (AFDTC) to determine the existence
of businesses that can provide a marketing strategy to enhance the
image of the Equal Employment Opportunity (EEO) Program at Eglin Air
Force Base, Florida. The objective of the EEO program enhancement
initiative is to design, develop and implement a comprehensive
overarching strategy. This strategy should take into account the
multi-faceted aspects of the EEO program which apply to both military
and civilian personnel. The strategy should encompass the full spectrum
of EEO-related program areas to include various aspects of personnel
management (hiring, promotions, training, rewarding, motivating,
disciplinary actions, work force reductions, etc.), EEO and Equal
Opportunity Training (EOT) complaints activity, climate assessment and
work force and community relations. Specifically the strategy shall
shall: (1) help remove the negative stigma associated with aspects of
EEO, (2) package and deliver a positive EEO message to the work force
and the community, (3) increase awareness and support of EEO programs,
(4) capitalize on existing resources, organizations, tools and
training and maximize in fostering positive work force and community
relations, (5) communicate program successes in a manner that will
promote the mission and the people, and (6) seek to institutionalize
program enhancement initiatives into ongoing programs to perpetuate
continued support for EEO and a recognition of EEO as an essential
element of overarching management policy. Firms are requested to submit
information regarding their capabilities (i.e. literature, catalogs,
brochures, etc). Failure to provide information regarding your
capabilities will not allow the Government to evaluate your capability
for satisfying this requirement. All responsible sources may submit a
proposal which will be considered by the agency. No contract award
will be made on the basis of quotations, proposals or other information
received in response to the synopsis. Materials and responses to this
synopsis must be received no later than 12 Dec 95. Point of contact is
