synopsis. The following information is provided to do a market survey
of industry to see if there are any potential contractor in addition to
Hughes Training Inc., Link Division (HTI-Link) who have the skills and
knowledge required to accomplish the following effort. This
acquisition is to provide complete KC-10 Aircrew Training Systems site
operation, maintenance, and support at Travis AFB CA and McGuire AFB,
NJ for four KC-10A Simulators, Two Cockpit procedure trainers, Two
Boom Operator Trainers and Two Cargo Loading Trainers. It also includes
the operation and engineering support of a Training System Support
Center (TSSC) and a Main Support Center (MSC), both located in HTI-Link
facilities in Dallas Texas. The proposed acquisition is for one basic
year beginning 01 October 1996, with two additional one year options.
Potential offerors should be aware that a comprehensive data package
(drawings, specifications, wiring diagrams, etc.) Will not be available
until January 1999. The aircrew training devices (ATDs) are split
between the two main operating basis, except that one of the Simulators
destined for Travis AFB is currently in HTI-Link's Binghamton NY
facility serving as a test bed for five on-going ATD modifications.
This device will also be used in-plant to meet additional Air Mobility
Command training requirements during modification. All ATDs will
undergo extensive modifications by HTI-Link through July 1998, with
documentation deliverable by January 1999. This effort includes: Pilot,
Co-Pilot, flight Engineer, and Boom Operator Initial Qualification,
Instructor Qualification, Pilot Upgrade, Requalification, Refresher
Training and Academic Ground Training IAW MCR 51-1, Volume 10. The
''Guaranteed Student'' requirement remains in effect throughout the
term of the contract, which includes the entire modification effort by
HTI-Link. The contractor shall be responsible for all ground
retraining. Contractor shall maintain flight simulators, cockpit
procedure trainers, boom operator trainers and cargo loading trainers.
The contractor is responsible for integrated logistics upport,
configuration management, data management, engineering changes,
courseware development and curriculum updates. This effort also
includes engineering support of the TSSC which requires personnel,
equipment, and data necessary to provide life cycle software/hardware
prototype support and configuration management for the ATDs. Current
tasks to be performed include: support for the KC-10 configured product
baseline, software maintenance/modification, review and impact
assessment of weapon system Engineering Change proposals and Task
Change Proposals, and configuration status accounting and maintenance
as a minimum. The Government intends to solicit and negotiate with only
one source under the authority of FAR 6.302. Any sources interested in
this synopsis shall describe their qualifications in the following
areas: 1. Current and past experience on all training devices addressed
above and it's relevance to the subject acquisition. 2. Personnel
Experience/Qualifications. Describe the qualifications of personnel
projected to work on this effort. Management, Engineering, Quality
Assurance, Instructors, and Maintenance Technicians should have
experience on the systems addressed. Responses should also address the
following areas: 1. A plan for overcoming potential conflicts with
HTI-Link, during the modifications to the ATDs, which will continue for
the duration of this effort. 2. The associated risks of meeting the
''guaranteed student'' requirement, during the modifications to the
ATDs, which will continue for the duration of this effort. Potential
offerors are requested to submit two copies of an unclassified response
(limit 30 pages) within 10 days after publication of this notice to

purpose of determining whether to conduct a competitive procurement.
