Contact Leatha Frost, 406/247-7818, Chris Woegens, Contracting Officer, 406/247-7817. The work involves installing guide rails and a bulkhead gate in the shaft below the dam's sluice gate house. It also involves installing an outlet system consisting of a 60'' butterfly guard gate, approximately 160 feet of penstock, and a 30'' jet-flow gate and abandoning four high-pressure gates in the raised position. This will allow for necessary maintenance on the existing jet-flow and emergency gates and take four aged high-pressure gates out of service. It will reestablish flow in the river downstream of the dam. This is a negotiated competitive, firm-fixed price requirement. Technical and cost proposals will be required. Technical factors to be evaluated will be the offeror's experience in similar work; dewatering plan; alignment of guides and seals, personnel, material and equipment handling plan; disassembly and reassembly of sluice gatehouse; storage and preservation of high-pressure gates; ventilation and lighting; and replacement of existing stilling well supply line. The estimated price range of the work is $1,000,001 to $5,000,000. The work to be performed is situated at pathfinder Dam approximately 45 miles southwest of Casper, Wyoming, in Natrona County. Solicitation packages are anticipated to be available on or around January 2, 1996. Requests for solicitations should be received on or before January 25, 1996. Proposals are tentatively scheduled to be received by February 15, 1996, at the office of the Bureau of Reclamation, Great Plains Regional Office, Federal Building, Room 2031, Billings, Montana. The contract completion date is May 05, 1997. There is no charge for the first copy of the solicitation, additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 each. After issuance, the solicitation may be viewed, without charge, at the following offices of the Bureau of Reclamation: Wyoming Area Office, 2 miles west of Casper and 3 blocks south of Highways 20 & 26, Mills, Wyoming or Great Plains Regional Office. All responsible sources may submit a proposal which shall be considered by the Bureau of Reclamation.
