Contracting Officer: A Yuen, (808) 474-3385. This is not a request for
either a quote or proposal, or an invitation for bid. The intent of
this pre-solicitation synopsis is to identify potential offerors for an
indefinite quantity contract for Carpet and Reslient Flooring, Various
Areas, Oahu, Hawaii. The work includes repair/renewal of carpeting and
resilient flooring including underlayment, padding, tackless strip,
wall base, work on stairway treads and risers, removal and disposal of
asbestos-containing material and incidental related work. Work also
includes the temporary removal or relocation of furniture to perform
work and the replacing of furniture at completion of work. Estimated
cost: $500,000 to $1,000,000. The contract will be for a base period of
12 months plus two option years. The Government will not synopsize the
option(s) when exercised. The total term of the contract, including
all options, will not exceed 36 months. The Government will establish
unit prices for the various contract line items. The contractor will
propose a coefficient for the base period and each option year which
should include all projected and potential costs not included in the
unit price. The Government will apply the coefficient to the bottom
line price of the delivery order (the total of all extended line items)
to calculate the total delivery order price. The Government may award
this contract to more than one contractor. The Government will give
fair consideration to all awardees in placing orders based on criteria
stated in the solicitation. The Davis-Bacon Act applies. This contract
will replace a contract for similar services in 1994. We will include
information about the current contract and the incumbent contract
(e.g., award date and amount) with the solicitation package. We do not
require requests under the Freedom of Information Act to provide this
