10. The Space and Naval Warfare Systems Command (SPAWAR) is the
contracting activity for the Ultra High Frequency Follow-On (UHF F/O)
Military Satellite under SPAWAR contract N00039-88-C-0300. The UHF F/O
satellite is manufactured by Hughes Space and Communications, El
Segundo, Ca. There are currently five UHF F/O satellites on orbit with
four remaining to be launched. The DOD has recently identified a
requirement for an interim Global Broadcast Service (GBS) capability
under military control. The Navy intends to issue sole source
modifications, including options, to the existing UHF F/O contract for
incorporation of the space segment of an interim GBS system into
satellites F8, F9 and F10. The GBS payload, an enhancement to the
existing UHF F/O SHF broadcast capability, will replace the current SHF
capability with four 130 watt, 24 megahertz military Ka band
transponders, two steerable downlink spot beam antennas and one
steerable uplink receive antenna per satellite. GBS payloads have to be
incorporated into the F8, F9 and F10 satellites not later than 10/1/96,
4/1/97 and 6/1/97 respectively. Each satellite will provide GBS service
to one of the following three areas: Indian Ocean, Pacific Ocean and
Atlantic Ocean. Initial Operational Capability (IOC) defined as service
to the first of these three areas is required by the first quarter of
calendar 1998. Full Operational Capability is required by the first
quarter of calendar year 1999. This sole source procurement applies
only to the space segment portion of the interim Global Broadcast
System. The Space and Naval Warfare Systems Command (SPAWAR) will host
an interim GBS conference in mid to late December, 1995 at SPAWAR
headquarters, 2451 Crystal Drive, Arlington, VA 22245, Room 1103. This
conference will cover all aspects of the interim GBS requirement
including the sole source space segment and the proposed competitive
ground segment. Those companies interested in having representatives
attend are advised of the following: 1. Each company may be represented
by no more than five individuals, 2. Companies sending representatives
are required to submit a visit request to: Space and Naval Warfare
Sysems Command, 2451 Crystal Drive, Arlington, VA 22245, Attention: Kim
Johnson. The visit requests shall contain the names, social security
numbers, dates of birth, security clearances and SPAWAR POC (LCDR D.
Chappell) of the five (maximum) attendees. Visit requests shall also
contain purpose of visit ''Interim GBS Industry Conference''. A picture
ID will be required on the date of the conference from each attendee.
The visit requests may be faxed to Visitor Control at 703-602 4394,
Attention Kim Johnson. All requests must be received not later than COB
two days before the conference. Date will be published as soon as
possible, 3. Questions pertaining to interim GBS capability should be
submitted in advance not later than 5 December 1995, 4. Questions
arising during the conference will be answered in writing with copies
sent to all companies with representatives present. In accordance with
Note 22, any interested party may identify its interest and capability
to respond to the interim GBS space segment requirement. This is not a
