58 -- DRIFTING BUOYS SOL WASC-6-531 DUE 120695 POC Randall Brown 206/526-6226 USDOC/NOAA/WASC/PURCH intends to negotiate a sole source contract with Seimac, Ltd. for 16 ARGOS drifting buoys. Sources responding to this notice must provide literature/test results indicating that drifting buoys meet the following: PTT must be certified by Service ARGOS to -40 deg C and give positions accurate to 500M a min. 10 times in a 24-hour period. Serial data interface must be part of the unit. Housing must be waterproof, antenna connections water-tight. Latitude, longitude, battery voltage are expected buffer contents returned through ARGOS. Transmission must include the ARGOS format and 32 bits of data 4-8 bit blocks. Drifters must have history of frliable high latitude operation at the minimum standards as follows: Drifters transmit properly before deployment - 100%; drifters transmit properly after one month deployment - 90%; drifters transmit properly until three months deployment - 65%; drifters transmit properly to six months deployment - 40% Sources not providing the required information will result in the Govt proceeding as noted above.
