RFP5-22222 POC Lynn White, Contracting Officer, 301-286-6303. The
Delegation of Procurement Authority (DPA) for the Scientific and
Engineering Workstation Procurement (SEWP II) was granted on November
3, 1995. This DPA allows NASA to pilot a new program which makes SEWP
II available for use by other Federal Agencies (in addition to the nine
anticipating agencies). This expands the successful Government Wide
Agency Contracts program by providing increased flexibility for
agencies. GSA has provided procurement authority to make the SEWP II
contract available for use on a non-mandatory basis, by other agencies
to satisfy requirements, as long as they are within the scope of the
NASA contract. Contract requirements for commercial products and
services shall be increased beyond NASA's and the nine participating
agencies' requirements in anticipation of overall greater use by the
government without conducting additional studies to determine the
anticpated needs of other agencies that may place orders under the
contract. Use of the contract by other agencies is not limited,
however, NASA and the nine participating agencies will be given
priority consideration. Godard will manage how the DPA is spent and
ensure that collectively the DPA amount is not exceeded. Three versions
of the Request for Comments (RFC) have been released. The first version
was released on May 24, 1995, the second on September 14, 1995, and the
third version of November 2, 1995. It is anticipated that one more
version of the RFC will be released prior to the release of the RFP. As
a result of the comments received and the one-on-one conferences, some
of the resultant contracts have changed. The contract for Computer
Accommodations Program has been removed from this requirement, however
computer accommodations technology shall be evaluated in all SEWP
classes. The contracts that will be awarded as a result of this RFP are
as follows: Category A (Workstations): Class 1 Electrical CAD, Class 2
Mechanical CAD, Class 3 Real-Time, Class 4 Data Server, Class 5 3-D
Graphics, Class 6 Software Development, Class 7 General Purpose, Class
8 Geographical Information Systems, Class 9 Compute Server. Category
B: Class 10 Computer Support Devices, Class 11 Networkings, Class 12
Administrtie File Server O/S, Class 13 Scalable computer Systems (not
sure), Class 14 Storage Devices (Small Business). Augment Contracts
(not part of this award). This procurement will begin with the
selection of Categories A and B Software Memory Mass Storage
Maintenance Integration Services Advanced Supporting Equipment Single
