(904) 882-4603. SOFTWARE ENGINEERING SUPPORT FOR THE 96TH
COMMUNICATIONS GROUP- The Air Force Development Test Center (AFDTC)
intends to acquire contractual support in the accomplishment of
computer hardware and software functions related to scientific,
real-time, and telemetry computer systems, post-mission data reduction
and analysis, management information systems, and network systems.
This contract will be a vehicle for the design, development and
delivery of mission support software products. Scientific computer
system support will include computer system design, development,
maintenance, documentation and user training. Real-time data processing
support will include computer and hardware integration, system and
application software design and development. Telemetry processing
support will include telemetry hardware integration, and application
software design, development, implementation, maintenance, and
documentation. Application programs that involve telemetry data
processing support will include data reduction, analysis, and quality
assurance, and application software design, development,
implementation, maintenance, and documentation. Management information
systems support will include both system and application level
software design and development, documentation and user training.
Network systems support will include requirements analysis, design and
development, implementation, maintenance, documentation and user
training. The contractor shall provide necessary services and data
products based upon tasks initiated under a basic contract. The
contractor must demonstrate recent experience in all areas of support.
Areas of expertise required for the total contractual effort will
include, but not be limited to: VAX/VMS, VAX/VMS Operating System
Internals, VAX and PDP-11 Assembly Language Programs, ALL-IN-1,
Datatrieve, INGRES, ORACLE, FMS, UNIX, POSIX, TCP/IP, FORTRAN, ADA,
ACCESS, Microcode, FOXPRO, C, C++, PC Software packages (such as M/S
Mail, Excel, Powerpoint, etc.), Motif, STAPLE Programming for APTEC I/O
computers, Structured Programming in Multi-Process Application, Novell,
Windows NT, Computer Graphics, Radar Systems Processing, Computer
Hrdware Interface Programming at the Device Level, Automated Report
Generation, Simulation and Modeling, Network Systems Design,
Development, Integration, Maintenance, Documentation, and User
Training. In all areas of support, contractors responding to this
synopsis must provide evidence of capability of fulfilling the above
requirements to include past experience with similar efforts. Responses
will be evaluated and a solicitation source list established of those
determined capable of fulfilling the Government's requirements. An
assessment will be made by the Government of each offeror's level of
expertise according to the Software Engineering Institute's (SEI)
Capability Maturity Model (CMM). The Government reserves the right to
limit award to a Level 2 or Level 3 company. Firms responding to this
synopsis should indicate whether they have been assessed under the CMM
and whether it was a self assessment or by an SEI authorized activity.
An organizational conflict of interest provision will be incorporated
into the contract and will be set out in the Draft Request for Proposal
(DRFP) and Request for Proposal (RFP). Submit only unclassified
information for evaluation and consideration. Period of performance is
anticipated to be a basic two-year period with four one-year options.
A DRFP is scheduled to be released in January 1996 with the RFP
following in February 1996. The DRFP and RFP will contemplate one
single effort. Firms having applicable interest, capability and

This synopsis is for information and planning purposes only. It does
not constitute a solicitation for bids or proposals, and is not to be
construed as a commitment by the Government. This document contains

this RFP. This certification process is accomplished by completing a DD
Form 2345, Military Critical Data Agreement, and mailing it to DLSC.

therefore be directed to the technical and contracting staff identified
in the subject synopsis. Firms (meeting the above stated certification)
who request a copy of the DRFP will be included on the source list for
the subsequent RFP. Firms responding to this synopsis should indicate
whether they are or are not a small or disadvantaged business concern
as defined in FAR 52.219-1 and 52.219-2. This acquisition is a small
