previously published synopsis, same subject dated 27 Nov 95** ESC has
been directed to conduct a fast-track program to replace the IEMATS and
field a replacement system by FY1999. The replacement system will
include receive and transmit interfaces to all communications systems
used for EAM transmission and reception at the seven current
operational IEMATS sites. To meet this schedule, development must be
completed in FY1998. For development test purposes, on-the-air test
with operational communications systems must be demonstrated in early
1998. The DIRECT program will design, develop, test, produce, deliver
and install the replacement for the existing IEMATS. This effort will
include the certification process for operations security and IOT&E.
Systems will be procured for each of the Vol. IV CINC Command Centers
and for a software maintenance facility. DIRECT will provide the full
capability of the existing IEMATS with growth capacity to interface
with current and planned communications systems including a DMS
interface. Potential offerors must recommend an integrated system which
will provide accredited software for receive message processing and
associated error correction algorithms that meet the CJCS criteria, as
stated in CJCSI 6811.01, for Probability of Correct Message Reception
and Probability of Undetected Message Error and a security guard
design which permits interfacing a TOP SECRET/SIOP-ESI Processor with
communications systems at all levels of classification from
unclassified up to multi-level secure. It will also provide an
interface to a separately procured automated codebook module. DIRECT
will provide for automated processing, receipt, acknowledgment,
display, readdressal, transmission, encoding, and decoding of EAMs,
Support Messages, and command center non-EAMs. Prospective sources must
demonstrate detailed knowledge and experience in the following areas:
(1) system level understanding of the Nuclear C3 System and the
requirements placed on the system; (2) command center operations for
command and control of nuclear wapons; (3) automation of emergency
action procedures, EWO operations, emergency action message
handling/processing, and EAM formats; (4) automated interface to
strategic EAM dissemination communications systems; (5) the only
Government approved and certified EAM message error correction
algorithms (currently used in Higher Authority Communication and Rapid
Message Processing Element - HAC/RMPE); (6) automated encoding and
decoding of EAMs interactively via screen prompting and use of
codebooks; (7) automated interfacing with electronic codebooks; (8)
implementation of information system security IAW DOD S5200.16, DODD
5200.28, CJCSI 3231.01, and ACP 123 US Supplement; (9) EAP-CJCS Vols.
I, II, V, and VII; (10) demonstrated ability to conduct system level
communications system testing; (11) possess demonstrated ability to
provide necessary program management and planning; (12) a proven
capability in Ada software development, documentation and maintenance;
(13) a proven track record of communication interface hardware design,
development, delivery, and implementation with multiple associate
contractor relationships; (14) built-in test, HEMP protection, security
and threat analyses, site installation, and development of Technical
Orders for operations, maintenance, and installation; and (15)
immediate access to TOP SECRET/SIOP-ESI development facilities and the
immediate availability of TOP SECRET/SIOP-ESI cleared personnel to
work on this project will be required. Respondents must include with
their reply to this announcement the benefits to the Government from
the use of their recommended approach. To be considered qualified,
offerors must provide detailed written information on how their
recommendations will meet the required DIRECT schedule as well meet the
above criteria, on no more than ten (10) double-spaced, single-sided
