has a requirement for acquisition of Canadair CL-601-3R Initial,
Recurrent, and Supplemental Qualification Pilot Training. Estimated
annual requirement (EAR) for initial pilot training is 6 students and
(EAR) for recurrent is 20 students. Supplemental training is acquired
on an as needed basis. The Government anticipates award of a
firm-fixed-price indefinite delivery/requirements contract consisting
of a base year and two (2) renewable 1-year options. Submission of an
approved FAA training program and instructor resumes for technical
review is required to be responsive to this requirement. The resultant
contract will contain Federal Acquisition Regulations (FAR) 52.217-8,
Option to Extend Services, and FAR 52.217-9, Option to Extend the Term
of the Contract. Standard Industrial Classification code is 8299. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
