Contracting Officer, (205) 955-1187. REQUEST FOR INFORMATION: The
Ballistic Missile Defense Organization (BMDO), through the U.S. Army
Space and Strategic Defense Command (USASSDC) consolidated targets
program, is seeking industry capabilities for Foreign Materiel
Acquisition - Ballistic Target (FMA-BT) system acquisition and delivery
services. This announcement is NOT a formal solicitaion and is NOT a
request for proposals. Availability of any formal solicitation will be
announced separately. This synopsis is for information and planning
purposes ONLY, and is not to be construed as a commitment by the
Government. The contemplated effort is to obtain foreign materiel
theater ballistic missiles (TBM) for use as targets to support
live-fire testing by Theater Missile Defense and Theater Wide Based
Area Defense interceptor and sensor programs. FMA-BT systems are
complete, fully-functional, flight-worthy foreign missile systems
considered to be valid threats, including all boosters, propellants,
payloads, (training warheads are acceptable), launchers, ground support
equipment, ordnance, spare parts, refurbishment kits, and associated
documentation (in English). The FMA-BT acquisition and delivery
services effort will involve all tasks that are necessary for the
procurement, shipment and delivery of complete FMA-BT systems to a
Continental United States (CONUS) location. Additionally, this effort
requires the contractor to perform all planning activities that are
necessary to procure and deliver the FMA-BT, including but not limited
to: security, safety, environmental issues, export/import licensing,
and shipment of hazardous material over United States and Foreign
territories. Initial quantities of FMA-BT systems are required in CONUS
no later than the first Quarter of FY97. The anticipated contract type
is firm fixed price. The period of performance for the basic contract
is 9 months and the period of performance for the option is 6 months.
The option may be exercised at any time during the basic contract so
the total period of performance, including option may be up to 15
months. A SECRET clearance wil be required for this effort. Interested
firms shall submit a summary of capabilities, not to exceed 10 pages,
and a letter indicating their intent to propose, by 15 December 1995,
to USASSDC/CSSD-CM-CT, ATTN: Deborah Teague. All responses to this
notice must cite notice number DASG60-95-C-0140. Firms responding shall
include the following in their summary: source and country that FMA-BT
systems would be acquired from, quantities and availability of these
systems, method of delivery to CONUS location, schedule for completion
of this effort by required date, and rough order of magnitude cost
estimates (in now year dollars) for this effort. Firms shall also
include the necessary security information regarding their facility
clearance and indicate whether they are a small business, small
disadvantaged business, educational institution, other non-profit
organization, or large business. The Government reserves the right to
set this competition aside for qualified small businesses. The
information contained in this notice is based on the best information
available at the time of publication and does not constitute a request
for proposals. The Government will not recognize any direct costs
associated with the submission of information by interested firms.
