Steve Lackatos, 215-697-3723 The purpose of this notice is to publicize
the availability of Qualification Requirements (McDonnell-Douglas
Procurement Specification PS74- 350058 and Drawing Package) for the new
425 knot, 4 pound bird impact resistant F/A-18 Advanced Windshield
Design (AWD) (P/N: 171520). Drawings and specifications were originally
developed through open competition to select a manufacturer to develop
a proof of concept, bird resistant windshield in April 1993. This
competition resulted in successful birdstrike testing, flight testing
and contract award. In times of fiscal restraint and with the overiding
interest of aircrew protection, the Navy desires to focus limited
assets on the procurement of a proven, safe windshield in as timely a
manner as possible. It is the Navy's desire to use the resultant
windshield configuration on the F/A-18 aircraft as a preferred spare.
This system involves technology that has a military or space
application. NAVICP anticipates the issuance of a competitive RFP from
qualified sources in 1996. Only U.S. contractors that are certified
and registered with DLSC (1-800-352- 3572) and have a legitimate
business purpose may participate. U.S. contractors must submit a
current, approved DD Form 2345 along with their request for
information. Copies of the procurement specification and drawing
package can be obtained by submitting a written request or telefax to
the attention of: Mr. John C. Glista, Naval Air Systems Command, Code

Source Approval will be required for potential sources. Source approval
requests shall include, but not be limited to the following
information: (A) Company brochure/information containing a facilities
listing, listing of customers, number and type of personnel employed
(i.e. engineers, machinists, etc), listing and copies of contracts for
related work. (B) Data such as work specifications or contracts
performed which demonstrate experience in the manufacture of similar
transparencies to include information on the capability to develop
process operation sheets and inspection method sheets required to
produce ad verify a quality transparency. (C) Copy of the contractor's
quality manual. This procurement will require prospective contractor's
to comply with the most recent issuance of MIL-Q-9858. (D) Copy of the
prospective contractor's performance rating from a prime contractor or
