survey is to solicit potential suppliers with an established product
line of radar receivers. The Government's first preference is a
commercial-off-the-shelf (COTS) receiver. The Government would also
consider a receiver that is a non-developmental item (NDI) in the event
that the supplier can meet accelerated delivery schedules. The receiver
must be able to withstand a sheltered shipboard environment. The band
width of the first IF shall be less than the second IF center
frequency. The receiver must down convert a Doppler-shifted transmitter
return (fo +/- fd) from X-band to an IF of 9.7 MHz for use with a
narrow band signal processor. The electrical power requirements are as
follows: Prime Power: 115V, 60Hz, type 1, single phase; Maximum
Current: Shall not exceed 2 amperes; Leakage Current: Shall not exceed
5 milliamperes; Overcurrent Protection: fuses or circuit breakers
shall be used for prime power overcurrent events exceeding maximum
rated current. Receiver Characteristics: The transmit sample input for
Local Oscillator Generation shall be: Power:15 dBm +/- 5dB; Frequency:
X-band. Receiver 3dB bandwidth: fo -1.5 kHz through -65 kHz maximum, fo
+ 1.5kHz through 105 kHz maximum, where fo is the X-band transmit
sample. Prior to the IF output, the transmit sample frequency (fo)
shall be attenuated by 100 dB minimum. The frequencies -1.5 kHz to fo
and fo to +1.5 kHz shall be attenuated by 45 dB minimum. Receiver Gain:
75 dB nominal; Sensitivity to Minimum Discernable Signal(MDS): -141 dBm
minimum, measured in a 100 Hz bandwidth. Dynamic Range: 122 dB minimum;
Linearity: Shall be maintained for an X-band input signal power level
of up to -19dBm and shall not begin to compress (1 dB compression)
until IF output is +20 dBm. Receiver gain reduction shall be applied
(in 10dB steps minimum) as the IF output power approaches +20 dBm.
Local Oscillator Reradiation: First and subsequent LO signals at the
receiver input port antenna connection shall be less than -70 dBm.
Image rejection: The image frequency response from any mixing stage
shall be suppressed 35 dB minimum relative to the IF level from that
mixing stage. CW EMI Degradation: Interfering signals from adjacent or
displaced channels from onboard or nearby illuminators, out of the
noise bandwidth, shall not cause saturation for signal levels below
-58dBm; Test Signal: A constant 100kHz test signal shall be internally
available and be applied at the receiver input at fo +100 kHz and at
a level of 49 dB Signal-to-Noise Ratio measured in a 10 Hz bandwidth.
This value equates to an IF level of approximately -40 dBm. The test
signal will be present whenever the specified transmit sample (fo) is
available at the transmit sample input. Interested companies shall
submit a written response that describes the following additional
factors: capability of its equipment; size, weight, and configuration;
technology; reliability; maintainability and lead times for delivery
of up to 49 systems. THIS IS NOT A REQUEST FOR PROPOSALS. All responses
must be in writing and received no later than 30 days fron the date of
