99 -- AC-130U ALL LIGHT LEVEL TELEVISION (ALLTV) SYSTEM POC Jeff Patterson, (513) 255-5495. DESCRIPTION: The Air Force intends to issue a sole-source contract to GEC-Marconi Sensors Limited, Bassildon, England, for contractor logistics support (CLS) of the AC-130U All Light Level Television (ALLTV) system. The period of performance begins 1 November 1996 and is for a fifteen-year period. The intent of the CLS effort is to procure line replaceable/shop replaceable unit (LRU/SRU) depot repair, sustaining engineering, peculiar hardware and software configuration control, contractor operated and maintained base supply, on-site technical support, and depot support for intermediate-level test program sets. The ALLTV is an active and passive optical/laser system which provides real time visual data to support target acquisition, recognition and identification, fire control, target designation for laser guided munitions, precision navigation updates and reconnaissance. The ALLTV system is comprised of twelve line replaceable units (LRUs) and one major computer software configuration item. The contract will include an option to procure and integrate 8 ALLTV systems for the AC-130H. GEC is the only contractor capable of manufacturing and supporting the ALLTV system. Only GEC has the documentation, experience and capability required to manufacture and continue supporting the ALLTV system. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
