Wright Laboratory (WL) is interested in receiving abstracts and
proposals (technical and cost) on the research effort described in
Section B. Proposers are strongly encouraged to submit a proposal
abstract in advance of full proposals. This procedure is intended to
minimize unnecessary effort in proposal preparation and review. WL will
acknowledge receipt of the submission and assign a control number that
should be used in all further correspondence regarding the abstract.
Upon review, WL will provide written feedback on the likelihood of a
full proposal being selected and the date and time for submission of a
full proposal. WL will attempt to review proposal abstracts within 30
days after receipt and will allow proposers at least 30 days after
review of their proposal abstracts in order to complete and submit
their full proposals. Regardless of the recommendation, the decision to
propose is the responsibility of the proposer. All submitted proposals
will be fully reviewed regardless of the disposition of the proposal
abstract. Proposers not submitting an abstract are required to submit
an original and three (3) copies of full proposals by the date and time
specified. The typical proposal should express a consolidated effort in
support of one or more related technical concepts or ideas. Offerors
proposing work in more than one thrust area should submit a separate
proposal (and abstract) for each thrust area. Abstracts in response to
this BAA shall be submitted by 15 December 95, 1500 hours Eastern
Standard Time, and proposals in response to this BAA shall be submitted
by 07 February 96, 1500 hours Eastern Standard Time addressed to (Attn:
Mark Sauls), WL/AAKE, Building 7, 2530 C Street, Wright-Patterson AFB,
OH 45433-7607. Abstracts and proposals shall not be submitted via
facsimile transmission. This is an unrestricted solicitation. Small
businesses are encouraged to propose on all or any part of this
solicitation. Abstracts and proposals submitted shall be in accordance
with this announcement. Proposal receipt after the cutoff date and
time specified herein shall be treated in accordnce with restrictions
of FAR 52.215-10, copy of this provision may be obtained from the
contracting point of contact cited in Section F. There will be no other
solicitation issued in regard to this requirement. Offerors should be
alert for any amendments to this solicitation that may be published.
This BAA may be amended to allow subsequent submission of proposal
dates. Offerors should request a copy of the WL Guide entitled, ''PRDA
and BAA Guide for Industry''. This guide was specifically designed to
assist offerors in understanding the PRDA/BAA proposal process. Copies
may be requested from the contracting point of contact.
B--REQUIREMENTS, (1) Technical Description: The Air Force has interest
in research and development that will make Hardware Description
Language (HDL) technology more effective for Air Force applications in
support of the Air Force's Acquisition Policy 92M-017 which requires
the use of an HDL for the development of ''Software Intensive
Hardware''. This BAA is focused toward the VHSIC Hardware Description
Language (Federal Information Processing Standard 172-1 and ANSI/IEEE
Standard 1076-1993) for system, processor, and circuit design. All
products developed by this research shall be demonstrated and
transitioned to the user community either directly, through industry
standards organizations, or through commercial vendors. The Air Force
is seeking proposals for the research and development of the following
technology thrust areas: 1). Innovative VHDL or VHDL-A based Computer
Aided Engineering tools, design environments, design methodologies, or
models that will effectively support the engineering of new systems and
the re- engineering of DoD's legacy systems. Problem to be addressed:
identifying and creating computer aided engineering technologies that
support efficient component, board, and subsystem design and re-
engineering of legacy systems that have reached obsolescence. 2) A
validation suite of tests to insure that a VHDL simulator interprets
the language constructs in accordance with the Language Reference
Manual and performs simulations correctly. Problem to be addressed:
developing the means necessary to validate VHDL software
implementations and thereby precluding errors in DoD system designs
that utilize VHDL 3). Enhancement of the Language Reference Manual
(LRM) . LRM descriptions of proposed extensions to VHDL (e.g. analog
and object oriented extensions). Cllection, classification and
resolution of comments from the VHDL standardization community for the
proposed extensions. Problem to be addressed: speeding up the industry
standardization of proposed extensions and additional capabilities for
VHDL 4). Interactive, computer-based education and guidance materials
to assist System Program Offices and Logistics Centers with
utilization of VHDL throughout the acquisition and maintenance process.
Problem to be addressed: providing easy access, low cost, and effective
VHDL education and guidance materials to System Program Offices and
Logistics Centers (2) Deliverable Items: (a) The following deliverable
data items shall be proposed: (i) Status Report, DI-MGMT-80368A/T,
monthly, (ii) Funds and Man-hour Expenditure Report, DI-FNCL-80331/T,
monthly or Cost/Schedule Status Report (C/SSR), DI-F-6010A/T, monthly,
(iii) Project Planning Chart, DI-MGMT-80507A/T, monthly, (iv) Contract
Funds Status Report (CFSR), DI-F-6004B/T, quarterly, (v) Presentation
Material, DI-ADMN-81373/T, as required, (vi) Scientific and Technical
Reports, Contractor's Billing Voucher, DI-MISC-80711/T, monthly, (vii)
Scientific and Technical Reports, DI-MISC-80711/T, (Draft and
Reproducible Final), (viii) Scientific and Technical Reports, User
Guide, DI-MISC-80711/T, and (ix) Contract Work Breakdown Structure,
DI-ADMN-81343/T, ONE/R. (b) The following additional deliverable item
shall be proposed: software (3) Security Requirements: None . (4) Other
Special Requirements: International Trade in Arms Restrictions apply.
Public Law 98-94 applies to this acquisition. Offerors must submit
approved DD Form 2345, Export-Controlled DOD Technical Data Agreement
