A -- WIND/OCEAN THERMAL ENERGY CONVERSION (OTEC) PLANTS ON NAVY LAND SOL N47408-96-MCN-01 DUE 011796 POC Procurement Technician, MARIA NAILAT, 805-982-5092 The Naval Facilities Engineering Service Center (NFESC), Port Hueneme, CA is investigating the possibility of entering into an agreements with private industry for the development of windfarms or Ocean Thermal Conversion (OTEC) plants on various Navy properties. The developer will be responsible for all phases of development, to include finance, design, construction, operation, maintenance, and sale of electrical power. The Navy does not intend to purchase electrical power from the power plant. Compensation to the Navy as well as the terms and conditions of the agreement, would be subject to negotiation. At this time, NFESC is compiling a list of potential windfarm and OTEC developers that are interested in this kind of Public/Private Venture (PPV). This is not a request for proposal, and no contract will be awarded on the basis of the responses hereto, nor any follow up information subsequently solicited. The Navy will reimburse cost incurred by prospective sources while acting to satisfy this request. Interested sources are requested to send a letter of interest and capability along with brochures and other descriptive literature by 11 December 1995.
