THE PROCUREMENT OF ADVANCED FREQUENCY MONITORING SYSTEMS IN ROMANIA.

government of the Republic of Romania has received a grant of 171,000
USD from the U.S. Trade and Development Agency (TDA) for technical
support for the procurement of improved spectrum management systems.
The TDA-sponsored support will consist of an assessment of
requirements, a staged implementation plan, and the preparation of
technical specifications and tender documents. The contractor's project
team must include personnel with experience in designing and procuring
advanced spectrum management systems, including the computer systems
and software required both for field monitoring operations and for
database management. The contractor will be a U.S. firm. Following
completion of the study, the contractor will become a resource to U.S.
industry, providing briefings on Romanian investment opportunities. A
detailed Request for Proposals (RFP), including the Terms of Reference
and a background definitional mission report are available from the
U.S. Trade and Development Agency (''USTDA''), Room 309, SA-16,
Washington, DC 20523-1602. Requests for the RFP should be faxed to the
IRC, USTDA (fax: (703) 875-4009). Please include: your name, company
name, address, and telephone number. Some companies have found that
materials sent by via U.S. mail do not reach them in time for
preparation of an adequate response. If you would like the RFP sent to
you via courier delivery service, include the name of the courier
company and your firm's account number. No telephone requests for RFP
will be honored. Only U.S. firms and individuals may bid on this
USTDA-financed activity. Interested firms, their subcontractors, and
individuals (including employees of such firms and subcontractors),
must qualify under USTDA's nationality requirements as of the due date
for submission of qualifications and proposals and if selected to
carry out the USTDA-financed activity, must continue to meet such
requirement throughout the duration of the USTDA-financed activity.
Details of the TDA nationality requirements are included in the RFP as
well as TDA mandatory contract clauses. Interested U.S. firms should
submit original and three (3) copies of their proposal in English to
the contact person in Romania by January 15, 1996 for qualifications
and proposals in accordance with the terms and conditions of the RFP.
Contractor selection criteria and relative importance will consist of
the following: 1. Contractor's experience in designing and procuring
advanced spectrum management systems (up to 35%) 2. Contractor's
knowledge of radio license markets (up to 20%) 3. Contractor's related
international experience (up to 20%) 4. Qualifications of personnel
(up to 15%) 5. Work schedule (up to 10%). Price will not be a factor in
contractor selection, and, therefore, cost proposals should NOT be
submitted. The Romania's Ministry of Communications reserves the right
to reject any and/or all Proposals. The Romania's Ministry of
Communications also reserves the right to contract with the selected
firm for subsequent work related to the project. The Romania's Ministry
of Communications or USTDA are not bound to pay for any costs
associated with the preparation and submission of Proposals. Firms
agree by their response to abide by the procedures established for the
procurement. In the event of a discrepancy between the RFP and this
