The Air Force Libraries worldwide have a requirement for Front-Page-News, a full-text database which contains approximately 300,000 news articles from more than 24 national and international wire service organizations. These articles are in both English and Spanish. This service is a current affairs reference service consisting of diverse information on multiple subject matter. This subscription service is required on CD-ROM format, and each disc has 12 months of information and includes three (3) quarterly updates. The requirement is for a total of 61 subscriptions, 37 of which are renewals. These discs must be addressed and delivered to 59 separate libraries. See Note 1, this is 100% set aside for small business. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
