C -- ARCHITECT-ENGINEER SERVICES TO PERFORM TYPE ``A'', TYPE ``B'', AND TYPE ``C'' SERVICES FOR PROJECT PTFL949563, CONSOLIDATED SQUADRON OPERATIONS FACILITY SOL DAHA28-96-R-0001. The services shall provide for Type ``A'' Services (Site Investigation) with an option for Type ``B'' Services (plans, specifications, and cost estimate) and an option for Type ``C'' Services (construction surveillance). The services will provide for investigation, design and inspection services for the construction of approximately 62,100 square feet of facility for two flying operations squadrons supporting the KC-135E aircraft, a weather flight, and associated administrative support with additional site work. In addition, this building will include the conversion of approximately 26,400 square feet of the current flight operations building (33-27) to administrative use. This project is for the 108th ARW, New Jersey Air National Guard, located at McGuire Air Force Base, New Jersey. Selection of firms for negotiation shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. Selection criteria in order of weight and importance are (1) Professional qualifications necessary for performance of work-weight value 5, (2) Specialized experience and technical competence in the type of work required to construct squadron operations and administrative facilities - weight value 5, (3) Capacity to accomplish the work in required time - weight value 4, (4) past performance on contracts with the Air National Guard, Department of Defense, Government Agencies, and private industry in terms of cost control, quality of work, and compliance with performance periods - weight factor 3, (5) Location in the general geographical area of the project - weight factor 3, (6) volume of work previously awarded by the Department of Defense - weight factor 1. The estimated construction cost of this project is between $5,000,000.00 and $10,000,000.00. The Standard Industrial Classification Code is 8712. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit a complete Standard Form 254 and Standard Form 255 for this specific project. These forms shall be received within thirty (30) days of this publication to be considered for selection. These forms shall be provided to Lt Col Edward R. Sain, Base Civil Engineer, 108th ARW/CE, 3312 Wonnacott Avenue, McGuire AFB, New Jersey 08641-5406. If a current Standard Form 254 has been previously submitted, a letter stating so should be submitted within the time frame to assure consideration; however, a current Standard Form 255 is still required.
