Miller. Contigent upon availability of funds, the United States Agency
for International Development/Guatemala-Central American Programs
(USAID/G-CAP), under the PROARCA Project (Proyecto Ambiental Regional
para Centroamerica), is seeking proposals from qualified U.S.
Organizations interested in implementing parts of this project. The
project will support a number of activities designed to achieve
improvements in environmental policy, analytical capability and
decision making in Central America in the environmental policy,
analytical capability and decision making in Central America in the
environmental area. This support will be a critical element in
USAID/G-CAP's effective regional stewardship of key natural resources
strategic objective. A performance-based contract is anticipated which
will include a contractor-managed small grants program. The estimate
for performance of the work required falls within a range from
$5,000,000 to $7,000,000. USAID encurages the participation to the
maximum extent possible of Small Business Concerns, Small Disadvantaged
Business Concerns, and Women-Owned Small Business Concerns in this
activity as prime Contractors and Subcontractors in accordance with
part 19 of the Federal Acquisitions Regulations. In this respect, it is
anticipated that the prime contractor will make every reasonable effort
to identify and make maximum practicable use of such concerns. All
selection evaluation criteria being found equal, the participation of
such concerns may become a determining factor for selection.
Subcontracting with Gray Amendment entities: Not less than 10 percent
of the total value of the contract will have to be subcontracted to
Gray Amendment entities (U.S. socially and economically disadvantaged,
including women-owned, businesses; historically Black colleges and
universities; U.S. colleges and universities with at least 40 percent
Hispanic American students; and U.S. private voluntary organizations
controlled by socially and economically disadvantaged individuals,
including women.) To help identify potential subcontractors, a list of
allorganizations requesting a copy of the solicitation will be sent
with each solicitation document. Organizations are encouraged to
indicate whether they are Gray Amendment entities when requesting the
solicitation and may indicate whether they do not wish to be included
on the list. By providing the list, AID does not endorse the listed
organization known prior to the issuance of the solicitation document.
Proposals shall include plans reflecting no less than 10 percent
subcontracting with the above-defined entities. Proposals not including
such plans will be considered to be non-responsive. No telegraphic or
