City, Florida has a requirement for the repair, overhaul, and specific
improvements to be made in the Hydraulic Power System used to control
operation of closure doors located in the hyperbaric Ocean Simulation
Facility (OSF) located at the Naval Experimental Diving Unit (NEDU),
Coastal Systems Station, Panama City, Florida. The existing Hydraulic
Power System is part of the control system that is considered
''critical life support equipment'' in the operation of the manned
hyperbaric OSF. This hydraulic system is more that 20 years old and
must be overhauled with improvements made that will enhance operation
and maintenance of this part of the life support equipment. This work
will consist of an improved design of the hydraulic Control Panel
console, overhauling that part of the hydraulic system that operates
the Wet Chamber Closure (door) on the OSF, and the removal of all
existing pipe-threaded components in the hydraulic piping network of
the power System and replacing them with new all welded joint, or
O-ring type joint components. In order to provide detailed proposal for
performing the tasks outlined in the SOW, all prospective contractors
will be provided access to the OSF to inspect existing conditions in
relation to the required work tasks prior to submitting their bids. All
proposals submitted will be accepted based on the contractors'
affidavit that an on-site inspection has been made, and that the
proposal addresses all requirements stated in the SOW. Any conflicts
between requirements of the SOW and the existing conditions as found by
any prospective contractor's on-site inspection will be reconciled with
all bidders prior to submission of final bid proposals. Fax or written
