Buyer, (619)687-8729. Bechtel National, Inc. (BNI) will be issuing a
Request for Proposal to a limited number of companies qualified to
perform Land Survey Services to determine locations of soil borings,
wells, grids, and other surface and subsurface investigation locations
at hazardous waste sites on Navy and Marine facilities located in
Southern California, Arizona and New Mexico. The RFP is expected to
result in more than one award and will be for licensed surveyors to
perform the tasks outlined in the scope of work. The work will be
authorized on a delivery order basis, with no minimum. Scope of Work:
The work shall include providing all personnel, material, equipment,
and services necessary to perform optical and some Global Positioning
System (GPS) surveying of locations and ground surface elevations of
new and existing site investigation locations. Locations of surveyed
features shall be referenced to the nearest appropriate control points
and shall be determined to within 0.5 feet horizontally (State Plane
Coordinate system) and 0.01 feet vertically. The amount of surveying at
each site will vary, and will be rescheduled as required. No
photogrammetry or generation of base maps is expected. Selection
criteria: Firms selected to receive the RFP must demonstrate: (a)
successful past performance on relevant projects involving
investigation of sites with potentially hazardous constituents; (b)
sufficient qualified personnel, available and committed to this
program, fully health and safety qualified under 29CFR1910.120, Title
8 CCR 5192, and demonstrated familiarity with the U.S. Army Corps of
Engineers Safety and Health Requirements manual EM385-1-1 (Rev 10/87);
(c) access to suitable facilities and equipment to accomplish the
scope of work; (d) the existence of a written QA/QC plan and standard
operating procedures to be used for land survey services, and (e)
business stability, financial responsibility, and evidence of
insurability. Firm location in Southern California is preferred but not
required. Evidence of WBE or MBE status should be provided as
appropriate. Submission requirements: Interested firms are requested to
submit qualification packages, including as a minimum: (a) an SF255 for
the firm, and for those firms planning to joint venture or subcontract
portions of the work, a separate SF255 for each firm; (b) specific and
similar experience, including 5 client references with contract name
and telephone number, and a brief narrative that includes the survey
techniques used, a general description of project objectives and
results, geographic location, topographical setting, and specific
descriptions of survey equipment and tools used; (c) location of
office(s); (d) documents of current registration (by state) of
personnel; (e) identification of key personnel for the program, a
statement regarding the health and safety qualification of personnel
who will be performing the work and resumes documenting
technical/management qualifications; (f) a copy of your current
insurance certificate stating limits for worker's compensation,
commercial general liability, and automobile liability; (g) current
equipment inventory; (h) representation as to whether your firm is
large, small, disadvantaged, woman-owned concern; and (i) a statement
that the company is not currently prohibited from doing business with
any Government agency. Submittals are to be no more than fifty (50)
pages and should be made to: Bechtel National, Inc., 401 West A Street,
Suite 1000, San Diego, CA 92101-7905, Attention: R.M. Pascal. Only a
limited number of RFP's are available. Telephone requests will not be
accepted. Responses not received at the above address within fourteen
(14) calendar days of the date of this announcement may not be
considered for receipt of the RFP. All successful prequalified
respondents shall be placed on the Bidder's list for forthcoming RFP.
After award of the Subcontract, requirements for land survey services
shall be released through the issuance of a Delivery Order. The
Delivery Order shall include the pay items, descriptions, Scope of
Work, site-specific health & safety plan, maps or any other documents
required for the execution of the work at a Not-To-Exceed value. This
