This announcement is not a solicitation, and should not be construed as a commitment by the Goverment. It is intended for information and planning purposes only, and to compile a list of potential sources who are interested in commenting on and/or performing a contract for Base Operating Services (BOSC) for SUBASE Bangor, Silverdale, Washington. It is anticipated that the actual synopsis will be published approximately 01 August 1996, with issuance of the solicitation approximately 01 September 1996. At this time, Engineering Field Activity NW requests that potential proposers review the Draft Request for Proposal (RFP) and provide comments and suggestions. The Government seeks industry comments to improve the technical specifications for this BOSC. PLEASE DO NOT submit your proposal or proprietary information. The Government will not be able to hold your comments or suggestions confidential. The BOSC for SUBASE Bangor will be a Combination Firm Fixed Price (lump sum) and Indefinite Quantity type contract with an Award Fee provision for a base period and 4 option years. The technical specification, which includes the description of work requirements, workload data and minimum standards of performance, is structured in a ''tabular'' format. The work includes management and administration, utilities, cranes, structures and family housing maintenance and repair, public works support, custodial, transportation, ground maintenance, regulated substances (hazardous waste) disposal, pest control, supply support, subsistence ready supply, mess attendance, billeting, security, fire protection, regulated substance (hazardous waste) spill response, photographic and illustrating, guard mail and library service. SUBASE Bangor is located in Kitsap County, Washington and is comprised of approximately 7,200 mostly forrested acres containing buildings utilized for administration, housing and personnel support services. SUBASE Bangor is the host command of various tenant commands ncluding TRIDENT Training Facility; Strategic Weapons Facility Pacific; TRIDENT Refit Facility; Naval Undersea Warfare Engineering Station, Ordnance Annex; and numerous other tenant commands. In addition, satellite locations include Indian Island located in Jefferson County; Jackson Park Complex located in Kitsap County; Naval Undersea Warfare Engineering Station located in Kitsap County; and a total of 19 smaller locations in Kitsap, Jefferson, Clallam and Grays Harbor Counties, Washington.
