Courts (AO) requires appraisal services for a comprehensive rent
equivalency study. The objective of the proposed study is to identify
the true commercial comparable rental rate against which current rates
can be evaluated. The contractor shall survey a government provided
list of sites and prepare specific site studies to include (1) identify
the property, (2) describe property and space occupied, (3) evaluate
functional utility, (4) evaluate physical condition of property, (5)
evaluate condition of the office space vis-a-vis class A office space
in the local submarket, (6) evaluate local market conditions and
relative position of lessors and lessees in the market, (7) evaluate
market trends, (8) discuss rental comparables, (9) analysis and
adjustment of rental comparables to subject property, (10) prepare
derivation of an office market rent for the subject property, including
description of market pass-throughs and escalations, and (11) provide
photographs, maps, exhibits, and necessary documentation. The resultant
contract shall be a firm fixed-price contract, with options. The total
level of effort for the basic contract is estimated at one-half
