Contracting Officer (703) 305-8399 The U.S. Patent and Trademark Office
(PTO) is conducting a market survey of firms specializing in optical
scanning, the production of microfiche and microfilm, and the
preparation of PostScript tapes for publication purposes. PTO currently
has a contract which provides PostScript tapes for the printing of
granted patents, publication of the Official Gazette of Granted
Patents, and database tapes of granted patents in ASCII text. This
market survey is being conducted to identify potential sources capable
of satisfying the current requirement as well as requirements which
may or will involve the conversion of patent related documents to
digital image, production of microfiche and microfilm for archival
purposes of patent related documents from paper and Level 2 PostScript
tapes, production of Level 2 PostScript tapes for printing and
publication of patent related documents, production of image files of
patent related documents (in Tiff Version 6 format and Yellow
Book--U.S. Patent/Trademark Full Text Data Base Specification) or SGML
format, production of color photoprints of patent related documents,
and distribution of patent related documents on CD-ROM. Quality
standards in compliance with ISO 9000 industry standards are
anticipated to be implemented. PTO grants and publishes 100,000+
patents per year consisting of an average of 12 pages per patent. If
legislation passes, PTO anticipates publishing 150,000+ patent
applications annually in addition to the granted patents. This
requirement would consist of conversion of approximately 35 pages per
application to digital image with a publication consisting on average
of one to two pages. Parties responding to this sources sought synopsis
should have extensive knowledge and experience in the conversion of
paper to digital image files, production of Computer Output Microform
(COM), and formatting and production of PostScript tapes for printing
and publication purposes. Interested parties should forward two copies
of a corporate capabilities statement demonstrating expertise in the
described areas to: U.S. Patent and Trademark Office, Office of
Procurement, Attn: r. Douglas R. Clift, Box 6, Washington, DC 20231 no
later than the response date provided. PTO may release an abbreviated
Functional Requirements Document (FRD) and conduct technical/cost
estimate discussions with those firms responding to this announcement
who possess expertise in the above requirements. This synopsis shall
