extension 291 Provide materials and services necessary for the
Construction of Land Based Ship Handling Facility at the U. S. Coast
Guard Shipyard, Curtis Bay, MD. The work includes, but is not limited
to two piers (30 x 335 feet) constructed of cast in place concrete
decking supported on pre-stressed concrete piles. A large land side
work area (150 x 450 feet) of cast in place concrete and pile
supported. Railroad track for transport of the vessels and major
utility construction to support vessels and maintenance operations.
Dredging is also included. All work shall be accomplished in accordance
with Specification No. 80-01- 87 and Drawing No. 80-01-87. All work for
the base bid and any options exercised at time of award shall be
completed within 330 calendar days after Notice to Proceed. All work
for the any options exercised after award shall be completed within an
additional 365 calendar days after Notice to Proceed. Plans
(half-size), specifications, and all necessary bid documents will be
available 20 December 1995 and may be obtained by submitting a check in
the amount of $35.00 per set (non-refundable) made payable to the U. S.
Coast Guard. To receive a solicitation and be placed on the bidders
list, interested parties must submit a written request. Telephone
inquiries will not be honored. Bid opening for Solicitation No.
DTCG47-96-B-3EFK02 is 23 January 1996 at 2:00 p.m. in Norfolk, VA. A
Pre-Bid Conference will be held at the Site, USCG Shipyard, Curtis Bay,
MD on 09 January 1996, at 9:00 a.m. The General Contractor shall have
10 years of experience with heavy waterfront construction and have
completed five projects of similar size (or larger) and nature. The
apparent low bidder will be required to furnish qualifications with
references prior to award. Estimated construction cost is between
$10,000,000.00 and $15,000,000.00. The solicitation is unrestricted IAW
the Small Business Competitiveness Demonstration Program. For Minoity,
Women-owned and Disadvantage Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
