693-1544, CBD Reference Number: BMDO 96-04. The Ballistic Missile
Defense Organization (BMDO) plans to award a sole source contract,
Reference Number BMDO 96-04, to Able Engineering Company (AEC), 93
Castilian Drive, Goleta, CA 93117-3026, on or about April 30, 1996.
This effort is for the design, fabrication, test, integration and
launch support of the Solar Concentrator Array with Refractive Linear
Element Technology (SCARLET) on the NASA (Jet Propulsion Laboratory -
JPL) New Millennium Program (NMP) first spacecraft flight to be
launched in early calendar year 1998. The purpose of this effort is to
demonstrate the performance of SCARLET technology as it relates to
future BMDO satellites. AEC is the sole designer and developer of the
advanced solar cell array which provides solar power for space craft,
and has an exclusive agreement with the manufacturer of the patented
solar concentrator upon which the solar cell and panel is dependent.
This contract will be Cost-Plus-Fixed-Fee, with a thirty-three month
period of performance. BMDO intends to award a sole source contract on
the basis that AEC is the sole designer and developer of the advanced
solar cell array and award to any other source would likely result in
substantial duplication of cost to the Government not expected to be
recovered through competition, and award to any other source would
likely result in unacceptable delays in meeting the BMDO requirements.
