E--BASIS FOR AWARD: Add the following paragraph at the beginning of the section: ''Evaluation of proposal abstracts will be accomplished through a technical review of each proposal abstract using the following criteria, which are listed in descending order of relative importance: (1) impact of project on making Hardware Description Language technology more effective for Air Force applications, (2) technical feasibility.'' The due date for abstracts in response to this BAA remains unchanged as 15 December 1995, 1500 hours Eastern Standard Time.
