A -- ASSESSMENT OF TURBINE ENGINE COMPONENTS POC Kathleen Watson, Project Engineer, WL/POTC, 513-255-2081. Notice of Contract Action for Assessment of Turbine Engine Components. The Wright Laboratory, Aero Propulsion & Power Directorate, Turbine Engine Division is contemplating the award of a 60-month program for assessing the structural and aerothermodynamic performance of advanced turbine engine components. The contractor shall use commercially available computer hardware and software, and develop new software only when absolutely necessary. This effort will enhance the ability of the Turbine Engine Division to assess advanced turbopropulsion concepts in structures, aerothermodynamics, engine cycle definition, combustion chemistry, and heat transfer for increased engine robustness. This program shall be conducted in several phases, with tasks within each phase. Phase I consists of supporting and maintaining a state-of-the-art structural analysis system, including software development. Phases II-VII consist of structural, aerothermodynamic and heat transfer research tasks for fans, compressors, combustors, turbines, nozzles, and static structures. Phase VIII consists of analysis support for research facilities and equipment, and Phase IX consists of component and subcomponent structural testing. The contractor shall perform the assigned tasks utilizing his own resources, government computer systems, and subcontracts, as appropriate. However, the overall level of subcontracting will be assessed. The contractor shall provide one person-year of effort to be conducted on site, where specialized equipment is available for selected research efforts. The government's estimate of the total level of effort required in the performance of this program is 8.9 personyears. Respondents must demonstrate the ability to manage research resources to ensure tasks are completed on schedule and within cost. Respondents must demonstrate both the in-house and subcontract capabilities to be used in this effort. The respondents must demonstrate the capability of accepting proprietary data (with agreement) from Allied Signal, Allison Advanced Development Company, General Electric, Pratt & Whitney, Teledyne CAE, Rolls Royce, and Williams International. Research and Development Streamline Contracting Procedures (RDSCP) apply to this acquisition in accordance with DFARS 235.70. A standard request for proposal (RFP) will not be issued. The complete solicitation will appear in a subsequent edition of the Commerce Business Daily. As such, respondents to this notice must include complete address information to the office indicated below in order to receive any supplemental packages/amendments. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, a woman owned business, a historically black college or university, or minority institution. For this item the general definition to be used to determine whether your firm is small is as follows: ''A small business concern is a concern that is independently owned and operated, is not dominant in the field of operation in which it is bidding on government contracts and with its affiliates, the number of employees does not exceed 1000 persons.'' SIC Code 8731 applies. ''Concern means any business entity organization for profit with a place of business in the United States, its possessions, Puerto Rico, or the Trust Territory of the Pacific Islands, including but not limited to an individual, partnership, corporation, joint venture, association or corporation.'' The Air Force reserves the right to consider a small business set-aside based upon responses hereto. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Large businesses are only required to submit a statement of interest to receive a copy of the Request for Proposal (RFP). All respondents shall include in any request their assigned Commercial and Government Entity Code. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serios concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman. Closing date for submission of responses is thirty (30) calendar days from the publication of this notice. Firms should reference POK-96-01 in their responses.
