Supply Center (DGSC), plans to issuea request for proposal (RFP) for
services required for the the DLA'S enhanced delivery program (evd)
which will consist of a third party logistics manager to arrange for
transportation from DLA suppliers to DLA customers, ports of
embarkation, and Distribution Depots within the continental United
state (CONUS). Evd is expected to provide DLA faster, less variable
transportation cycle times and provide the five inventory control
points (ICP) and end use customers more accurate, timely intransit
information from the logistics manager (LM) selected carriers. Key
elements of the concept require the LM to provide intransit visibility
and the ability to divert and expedite material while still in the
logistics pipeline. The Government requires near-Realtime remote
accessibility from multiple locationsaccumulated by the LM relating to
the status ofsupplies. Services provided by the LM may also include
intransit storage. DGSC anticipates using a phased period
ofperformance. In the first phase DGSC may award one or more contracts
for concept development (phase 1). Upon conclusions of phase 1, on or
more concepts may be selected for proof of concept (phase 11). Upon
completion of phase 11, one or more concepts may be selected to
continue into the phase 111, fullimplementation. Please direct all
