sources, it is the intent of the National Institute of Standards and
Technology (NIST) to procure titanium strengthened (type T-200)
maraging steel bar for the production of Standard Reference Material
(SRM) 2098 specimens that will be sold by the Government for the
indirect verification of Charpy impact machines. These machines must be
calibrated in accordance with the ASTM Standard Test Method, ASTM E 23,
which has been adopted by DoD to replace method 221.1. T-200 maraging
steel must meet exact NIST technical specifications, including chemical
composition requirements and low TiN inclusions. Teledyne Vasco,
Monroe, NC 28110, has been identified to be the only resoponsible
source pursuant to 41 U.S.C. 253 (c)(1) and 41 U.S.C. 253 (c)(2). No
other qualified source is known that can meet the Government's minimum
requirements on this particular procurement. Alternative materials
will be considered in order to evaluate suitability in future
procurements. Interested concerns must submit a written qualification
statement that clearly establishes the firm's capability to meet
