FAX 203-444-8299 The U.S. Coast Guard Research and Development Center
intends to enter into a four-step negotiated procurement in accordance
with Department of Defense Federal Acquisition Regulation Supplement
(DFARS) 215.613-70, Four-step Source Selection Procedures, resulting in
a contract to perform research in the areas of fire science, fire
protection engineering, toxicity, human factors, reliability, and risk
assessment. This research will be conducted to support U.S. Coast
Guard infrastructure, environmental protection, U.S. Merchant vessel
safety, and international merchant vessel safety (via the International
Maritime Organization). Estimated level of effort in labor hours over
the five (5) year period of performance are as follows: Senior
Technical Representative 1000, Senior Fire Protection Engineer 4000,
Junior Fire Protection Engineer 12000, Senior Mechanical/Marine
Engineer 3000, Junior Mechanical/Marine Engineer 6000, Industrial
Hygienist 1000, Senior Human Factors Engineering Psychologist 1000,
Junior Human Factors Engineering Psychologist 3000, Statistician 1000,
Scientific Computer Programmer 3000, Technician 5000, Technical
Writer/Editor 1000, Word Processor/Graphics 2000. The Government's
four-step source selection procedures are as follows: Step 1: Evaluate
technical proposals; conduct limited discussions with all offerors;
and ask for any necessary clarifications and additional supporting data
when necessary (normally, ask that this be submitted with the cost
proposal). Step 2: Request cost proposals; evaluate all cost proposals,
establish a competitive range; eliminate those proposal outside the
range and advise those offerors; conduct limited discussions with
remaining offerors; and eliminate proposals which cannot be made
acceptable and advise the offerors. Step 3: Notify offerors of the
common cut-off date for receipt of best and final offers (techincal and
cost); evaluate the offers; select the best offeror; tell the selected
source that the decision is conditional based on negotiation of a
definitive contract within the time period prescribed by the source
selection authority; and advise the other offeros of the source
selected. Step 4: Negotiate the final contract price, terms, and
conditions; and award the contract. Contract period of performance is
five (5) years. A Cost Plus Fixed Fee, ID/IQ type contract is
anticipated. The Standard Industrial Cost (SIC) for this solicitation
is 8711. All requests for the solicitation must be in writing.
