Staff in coordination with U.S. Central Command (USCENTCOM), the U.S.
Army, and the Defense Information Systems Agency (DISA) is seeking
vendor proposals to demonstrate technological solutions to Joint
Command, Control, Communications, Computers and Intelligence (C4I)
interoperability problems within the Operational Environment of a Joint
Task Force (JTF) deployment to the USCENTCOM Area of Responsibility
(AOR). Selected proposals will be demonstrated in the Joint Warrior
Interoperability Demonstration 1996 (JWID 96) during the Aug-Sep 1996
timeframe. JWID 96 must address the Joint C4I interoperability problems
of today, while maintaining a focus on the future joint warfighting
environment. JWID 96 provides the opportunity to use technology to
shape the battlefield of the future. The emphasis for JWID 96 will be
solving those Joint C4I interoperability problems as stated in the
listed objectives. The Joint Staff intends for JWID 96 to be a joint
demonstration of existing, off-the-shelf, new and evolving technologies
that solve Joint C4I interoperability shortfalls while providing
''Seamless Information Exchange for the Joint Warfighter''. Proposed
demonstrations must directly conform to the Operational Environment,
they must support one or more of the JWID 96 Objectives, must function
at one of the JWID 96 primary sites, and comply with terms listed in
Administrative Information. OPERATIONAL ENVIRONMENT (Simulated): As a
result of indications and warnings of potential threat posturing from
the north, the U. S. Commander-in-Chief Central Command (USCINCCENT)
recommended, and the National Command Authority (NCA) has directed,
execution of a Flexible Deterrent Option (FDO) of a regional warplan.
Component Commanders are preparing for overseas deployment of personnel
and equipment to the USCENTCOM AOR. The US Army is designated to
provide the Commander, JTF (CJTF). USCINCCENT will deploy to theater if
other options of the plan are later executed. A CINC's liaison team
will deploy to the USCENTCOM Forward Headquarters, commence operations,
monitor the situation, and establish liaison with Allied and Gulf
Cooperation Council (GCC) countries in a coalition operaion. CINCENT s
intent is to position forces in theater to deter potential aggression
and, barring that, bring overwhelming force to bear for decisive
victory. It must be emphasized, however, that this is a
deployment/posturing FDO requiring high levels of logistics,
intelligence, and C4I support. There are no forces engaged in combat.
JWID 96 OBJECTIVES: 1. Demonstrate how Joint Worldwide Intelligence
Communications Systems (JWICS) and other Defense Information Systems
Network (DISN) systems can use Asynchronous Transfer Mode (ATM) and
advanced multiplexing technology to provide automatic dynamic bandwidth
allocation and enhanced services using theater tactical bandwidth. For
example, using Global Command Control System (GCCS) over ATM,
demonstrate E-mail with binary attachments, file transfers, desktop
VTC, and imagery dissemination. 2. Demonstrate how Global Broadcast
System (GBS) technology, at various levels of security can dynamically
respond to user requests for products such as Meteorological and
Oceanographic (METOC), primary unexploited imagery (compatible with
Demand Driven Direct Digital Dissemination), and logistics data. 3.
Demonstrate how U.S. only information from Contingency Theater
Automated Planning System (CTAPS) and Joint Maritime Command
Information System (JMCIS) can be automatically sanitized and released
to our coalition partners within the GCCS common operating environment
(COE). 4. Using USCENTCOM Theater Missile Defense (TMD) concepts,
demonstrate a Command, Control, Communication, Computers and
Intelligence (C4I) system that is tactical, quickly established, and
interoperable within the GCCS COE. 5. Using existing CTAPS, Standard
Theater Army Command and Control System (STACCS), JMCIS, and Marine Air
Ground Task Force (MAGTF) C4I systems, demonstrate seamless information
exchange through GCCS. 6. Demonstrate a deployable suite of distributed
collaborative planning tools, models and simulations that facilitates
development of an operationally sound, logistically feasible war plan.
This suite must interoperate with Windows and GCCS as well as provide
desktop VTC, whiteboard, common map display, automated planning tools,
and shared applications. 7. Demonstrate an integrated, near real-time
Total Asset Visibility system with a planning and decision support
capability. The system will track all classes of supply, prepositioned
war reserve assets, and personnel, from te sustaining base and
wholesale depots to the USCENTCOM AOR and other theaters. 8.
Demonstrate sensor-to-sensor and sensor-to-shooter technologies that
enhance combat identification in a joint environment. 9. Demonstrate
the capability to permit automatic passing of non-SCI information
between SCI and unclassified/secret/top secret servers. 10. Demonstrate
end to end network planning, engineering and management of a joint
network across tactical and strategic domains which includes dynamic
bandwidth allocation, information systems security, addressable network
solutions and ATM to enhance the Defense Information Infrastructure
(DII). 11. Demonstrate Defense Messaging System (DMS) as a viable
system across the strategic and tactical networks. JWID 96 Technical

proposals will be in accordance with the guidelines set forth by the
JWID Systems Management Group (SMG), the Lead Service (Army), the Host
CINC (USCINCCENT), and the Joint Staff. Selection criteria are
outlined as follows: 1. Does the demonstration support a JWID 96
Objective? 2.Does the demonstration take place at a JWID primary
location? 3. Is the demonstration fully resourced by vendor/agency?
4.Support the Joint Warfighter '' Does the demonstration enhance the
capability of the JTF and the CINC? 1.Joint Application of the
Demonstration '' Does it work for more than one Service/Agency? ''Is it

ASSESSMENT: Demonstrations will be assessed during the JWID execution
period regarding the adequacy of technical performance and increased
effectiveness of the warfighter. The results will be provided as
feedback to decision makers to aid in development, adjustment,
identification of new technologies, applications, and other
enhancements and modifications to systems or to existing DII
capabilities and doctrine that may be required to meet C4I For The
Warrior (C4IFTW) goals. ADMINISTRATIVE INFORMATION: 1. DO NOT SUBMIT
PROPRIETARY INFORMATION. 2. Unclassified and classified networks will
be used. Industry participants will require a minimum of DOD SECRET
clearance to participate in JWID 96. 3. This is not an RFP, no contract
award shall be made as a result of this RFI. Vendor participation in
JWID 96 is at no cost to the government. Demonstrations must be funded
by the nominating vendor/agency. No future work/contract is promised
by the government. 4. Proposals must have a government sponsor. The
DISA POC, Mr. Gary Metcalf, (301) 238-2276, will provide assistance to
the vendor, if requested, to find a government sponsor. 5. Vendors
must provide training, as required. Unless otherwise approved,
Warfighters/DoD Personnel, as opposed to vendor agents, will operate
the systems. 6. Proposals will be submitted electronically using the
JWID 96 standard tool suite: MS-Word 6.0 (12-pitch), MS-Excel 5.0,
MS-Power Point 4.0, MS-Access 2.0, and MS-Project 4.0. 7. Demonstrators
will submit a one page summary with a three page expansion, maximum
four pages total, which will be used for initial selection. Proposals
will be in the format specified in Submission Procedures. These.
Demonstrations selected for participation will be required to provide
an expanded demonstration plan not to exceed fifteen (15) pages,
properly formatted, and due 15 March 1996. 8. Demonstrators will be
required to provide on-site technical representation throughout JWID
96. SUBMISSION PROCEDURES: Demonstration submission proposal formats
are available on the JWID 96 WW Home Page at
http://www.army.mil/jwid96.htm, the Army FTP site ftp.army.mil (login
- anonymous, password - your email address, directory - /pub/jwid96)
and the IMA BBS 703-275-6400. Proposals are required to be submitted
electronically not later than 1700 hours (5:00 p.m.) EST, 10 Jan 96.
Submit proposals to the FTP server, address 164.117.128.6. The
directory is ''/jwid96'', login is ''anonymous'', password is ''your
e-mail address''. A unique file name must be assigned to proposal prior
to downloading. DISA Joint Interoperability Test Command (JITC) will
assign a tracking number to each proposal submitted and forward an
acknowledgment, to your POC, via electronic mail within 72 hours of
