Specialist, (202) 433-6135. The Fleet Industrial Supply Center
Detachment Washington intends to procure warfighting doctrine
development services for the Naval Doctrine Command. A majority of the
services will be completed in Norfolk, VA. The contract will be for a
base year plus four one-year options and may be extended up to an
additional six (6) months in accordance with FAR 52.217-8. Estimated
level of effort is 67,000 man hours per year. Services to be completed
will include: 1) Research, develop and produce innovative naval
warfighting doctrine position and concept papers; 2) Research, develop
and revise naval warfighting publications; 3) Design, develop and
conduct studies and analyses for concept and doctrine development; 4)
Prepare executive briefings of Naval warfighting visions or concepts;
and 5) Develop, revise and produce draft capstone publications. In
addition, the following personnel with appropriate experience will be
required. SENIOR ANALYST (Qty. 9) - Fifteen years experience with:
demonstrating knowledge of operational level objectives and concepts;
knowledge in naval operations and tactics; knowledge of joint,
multinational, and naval objectives, concepts and doctrine; knowledge
of current concept and doctrine development process. -Ten years
experience with: conducting projects, performing analysis and writing
technical briefs or guides; and knowledge in military projects and
experience in doctrinal literature, functional studies and program
development. ANALYST (Qty.17) - Six years extensive experience with:
naval operations in three areas of naval doctrine (i.e. air warfare,
undersea warfare, surface warfare, electronic warfare, command and
control warfare, amphibious operations, strike warfare, naval policy
and planning, threat assessment, wargaming, infantry, artillery,
armored operations, or logistics); functional studies, doctrinal
literature and program development in military projects. TERMINOLOGY
SPECIALIST (Qty. 1E - Four years experience with: NATO Military Agency
for Standardization (MAS) and Air Standardization Coordination
Committee (ASCC) NATO; terminology and its development and integration
into naval, joint and multinational publications. INSTRUCTIONAL
TECHNOLOGIST (Qty.1) - Two years experience with: analyzing jobs and
tasks; designing courses; validating instructional materials. The
proposed contract is being considered as a 100 percent set-aside for
small business concerns, as defined by the clause at 52.219-6 of the
Federal Acquisition Regulation. Interested small businesses should
provide the contracting office as early as possible, but not later than
15 days after this notice, evidence of their capability to perform the
contract, and a positive statement of their eligibility as a small
business. Evidence provided must address all the service, personnel and
experience requirements listed above. If adequate responses are not
received from small business concerns, the solicitation will instead be
issued, without further notice, as: Unrestricted. Therefore, replies to
this notice are also requested from Large Business concerns. See Note
