Planning and Resource Management (EM-10), Environmental Restoration and
Waste Management Program has a need for support services to support the
areas of nuclear material and facility stabilization, planning support,
and public accountability. Such support services would be technical,
analytical, engineering and administrative expertise to assist in the
installation and facility transfers through the development and
implementation of cost effective transition plans; project control
functions; technical expertise to optimize return on investments;
collection and review of existing information regarding transfer of
facilities and planned deactivation requirements and schedules; and
administrative support. Technical and analytical support for EM policy
and strategic planning initiatives. Provide assistance and outreach
activities in the areas of, public involvement support; public outreach
task forces; outreach administrative support; conference and logistical
support for outreach activities. A cost- reimbursable, Task Order, term
contract with performance incentives is anticipated. The Department of
Energy does not anticipate holding discussions, negotiations or
requesting revised or Best and Final Offers. The Department of Energy
anticipates awarding multiple contracts from initial offers. Work will
be ordered through Task Orders competed between those firms awarded a
contract. The solicitation will be available for downloading from the
DOE Business Communications Center on the FedWorld Bulletin Board. The
FedWorld Bulletin Board number is (703) 321-3339 (accessible via the
''Business, Trade and Labor Mall''). The solicitation is also available
through the Internet on the ''Doing Business with DOE'', via the
Business Communications Center, ''access to the FedWorld Library of

offerors that do not have electronic means for obtaining r downloading
the solicitation through the Internet, may submit a written request to
the Contracting Officer, requesting a copy of the solicitation be
downloaded onto an MS- DOS formatted high density 3 1/2'' diskette
provided by the requester. The requester must include a self addressed
stamped envelope suitable for the return of the diskette. No paper
copies of the solicitation will be provided. Important-- Contractors
currently listed on the Department Bidder Mailing List for the SIC code
will not automatically receive an electronic copy of the solicitation.
All offerors interested in being notified when the actual solicitation
and any related amendments are released, should send an e-mail address,
or fax number to the Contracting Officer listed in the notice. The
message should include your name, company address, e-mail address, fax
number, and the desired solicitation number. The Contract Specialist
will transmit messages via e-mail or fax to all interested parties when
the solicitation is released. Notification of amendments will only be
transmitted to those offerors that submit an intent to submit an offer.
It is the responsibility of the prospective offerors to notify the
Contract Specialist of their intent to submit an offer. Without such
notification, prospective offerors may not be informed when amendments
and other solicitation related information is posted to the FedWorld
Bulletin Board. All responsible sources may submit an offer which will
be considered. This acquisition is unrestricted and has been
classified under SIC 8999. This procurement includes a 9% set-aside for
small businesses certified under the Small Business Administrations
