Engineering Field Activity, West (EFAW) intends to solicit
environmental public relations services in support of the Command's
community relations program; Restoration Advisory Boards (BAB); and the
military base closure, conversion, and disposal process related to Base
Closure and Realignment Act (BCRA) final decisions. This is a
combination FIRM FIXED PRICE, INDEFINITE QUANTITY Contract. This
requirement is a 100% SMALL BUSINESS SET-ASIDE. The Standard Industrial
Code (SIC) is 8743, average annual receipts for the last three fiscal
years cannot exceed $3,500,000 to be considered a small business.
Specific requirements may include, but not be limited to, the
following; (a) coordinate, schedule, arrange for, and set up RAB and
similar public meeting facilities; (b) preparation of RAB and similar
public meeting agenda and the distribution/dissemination thereof to
communities; (c) provide facilitator services for RAB and similar
public meetings; (d) provide stenographic services, preparation of RAB
and similar public meeting minutes, and distribution of minutes; (e)
prepare and conduct RAB training workshops for selected personnel; (f)
document reproduction, distribution, and bulk/individual mailing and
facsimile transmission services; (g) development and maintenance of
mailing list databases; (h) planning, designing, preparation, and
production of information posters and stations; (i) coordinating,
scheduling, arranging transportation, and conducting environmental
restoration and other site tours. The services may be required in
Central and Northern California and Nevada Areas. These services will
be for a base period of one (1) year with option provisions for four
(4) additional one-year periods. The minimum guaranteed is the Firm
Fixed Price Lump Sum. The contract will be awarded using competitive
negotiation procedures in accordance with Part 15 of the FAR. Award is
to be based on the proposal determined to be most advantageous to
theGovernment considering price and other factors. The Request for
Proposals will be available on or about 10 Jan 96 and will be available
until supplies are exhausted. Request for Proposals due date is 2:00
