contractors shall furnish the necessary personnel, equipment, labor,
materials, transportation, space, and related support facilities to
perform the following services: 1) Boundary surveys of easement areas
proposed to be acquired by the agency in connection with the Wetlands
Reserve Program; 2) Installation of permanent markers at each corner
and at intermediate locations; 3) Preparation of easement boundary
plats; and 4) Preparation of legal descriptions for areas surveyed. The
Natural Resources Conservation Services has an indefinite requirement
for boundary surveys of up to fifty tracts ranging in size from 2 acres
to 1,000 acres located throughout South Carolina expected to be
performed during fiscal year 1996. Selection will be made of up to ten
firms determined to be the most highly qualified. A contract will be
negotiated for each specified requirement and award shall be made to
the highest ranked firm that can perform the work for a reasonable
price within the required performance time. Contracts for specific
requirements are expected to include one or more surveys and range from
$1,500 to $100,000. There is no guarantee that any selected firm will
receive an award. Firms will be evaluated with respect to the following
factors: 1) Professional qualifications for satisfactory performance of
required services, including a surveyor registered in the State of
South Carolina (30%); 2) Past experience and performance on projects in
rural, agricultural and wooded terrain, expecially where experience
includes the establishment, monumentation, and marking of boundaries
(20%); 3) Capacity for completion of requirements on a timely basis
(30%); 4) Specialized qualifications of key personnel, including
technical skills, project coordination, and management skills (20%).
Both large and small business will be considered for awards that exceed
$25,000. Awards of $25,000 or less are restricted to emerging small
businesses, i.e., those with average annual receipts of $1.25 million
