The U. S. Postal Service intends to pre-qualify firms to construct an expansion to the Student Housing Center (30,000 gross square feet) in Norman, Oklahoma. The estimated cost for the project is between $4 and $5 million. The issue date for the construction solicitation will be approximately February 1, 1996. A firm fixed price contract will be awarded for construction of the multi-purpose room at the Student Housing Center, Norman, Oklahoma. Contractors interested in being considered for placement on the prequalified contractor's list must submit a Prequalification Statement. No fewer than three (3) contractor's will be prequalified. Primary factors that will be considered are: (1) Experience in fast-track building construction of similar size, including audio, video, systems furniture, universal wiring, and furnishing. (2) Previous Postal Service construction experience. (3) Past performance of fast-tracking and meeting tight deadlines. (4) Organization and management ability and capacity to provide the fast track construction of a facility on Postal Service owned property. (5) Capacity (current workload in relation to company resources). (6) Financial Stability. (7) References and previous clients. (8) Bonding capacity and name of surety. Other factors to be considered will include: Work performed with own forces. Project management capability. Minority business enterprise (MBE) participation and commitment. Applications will be evaluated by a U. S. Postal Service committee and all firms will be advised within sixty days of the closing date for the pre-qualification statements. Firms will not be reimbursed for any expense incurred in developing the prequalification package. Only written requests for the prequalification packages will be accepted. Pre-qualification statements must be received by close of business January 5, 1996. Contractor pre-qualification statements will not be returned. This is not a request for proposals.
