The Defense General Supply Center (DGSC), a major component of the
Defense Logistics Agency (DLA), is designing and plans to test a
prototype electronic Commercial catalog (E-CAT). The intent is to
identify several major customers as test sites and deploy an ecatwith
selected common-use items supplied by a limited number of vendors
(initial plan is not more than five). This initiative represents an
opportunity for DGSC to provide its customers with a viable alternative
to localpurchasing. Through the E-CAT, customers shall be pro vided
with the capability to identify, evaluate, and order items which can be
shipped directly from the item supplier to the customer. This approach
should yield benefits for all parties. Expected results include:
Prices that compare favorable with local purchase prices reduced
logistics response time (lrt), increased customer choice, elimination
of second destinationcharges, increased visibility for supplier
products, reduced handling costs, and the ability to redirect skilled
workforce resources to more complex procurementtask. DGSC seeks vendors
to participate in the test of the E-CAT. Vendors should meet the
following criteria: 1. Currently sell Commercial items which are
routinely purchased by DLA and DLA'S major customers (Army, airforce,
Navy, and Marine Corps); 2. The items sold todla'S major customer,
which are candidates for the E-catshould be listed in catalogs of
Commercial items sold in substantial quantities to the general Public;
3. In exchange for obtaining visibility to DLA'S worldwide customer
Market, be prepared to offer discounts on items sold through the E-CAT
to offset DGSC'S COST recovery rate so DLA'S customers will not see an
increase in price beyond what they are now paying; 4. Be capable of
using ANSI X12 transaction sets to include 810, 824,832, 841, 848, 850,
855, 856, and 997. A preproposal conference is planned shortly after
issuance of the RFP and schedule details will be specified in the
