505/846-4987. D--PROPOSAL PREPARATION INSTRUCTIONS: (1) General
Instructions: Technical and cost proposals, submitted in separate
volumes, are required and must be valid for one year. Proposals must
reference PRDA number 95-04. Offerors should consider instructions
contained in the ''Proprietary Information'' and ''When and How to
Submit'' sections of the AFMC Unsolicited Proposal Guide, AFMC Pamphlet
64-101. The AFMC Form 190, Policy Agreement mentioned in the pamphlet
is not required for this effort. Proposals shall be submitted in an
original and three copies. (2) Cost Proposal: The accompanying cost
proposal shall contain a complete price breakdown. The cost proposal
shall be prepared in accordance with FAR 15.804-6. An SF Form 1411
shall be provided, along with all supporting cost/pricing data to allow
for a complete review by the government. The cost data breakdown shall
be separated between the basic effort and option and shall include all
costs expected to be incurred under the contract. The cost breakdown
shall coincide with the offeror's accounting periods as related to the
specific proposed period of performance. The cost proposal shall
include all supporting information including, but not limited to,
breakdown of labor hours and rates by category and bases of estimates,
materials (consolidated priced summary and the basis for pricing,
i.e., vendor quotes, invoice prices, engineering estimates, etc.),
travel, other direct costs, and indirect costs. Copies of the above
referenced forms may be obtained from the contracting office cited
below. All responsible sources may submit a timely proposal, which will
be considered against the criteria set forth herein. (3) Technical
Proposal: The technical proposal shall include a discussion of the
nature and scope of the research and of the technical approach, and a
list of proposed deliverable data items. The technical proposal shall
include a Statement of Work detailing the technical tasks to be
accomplished under the proposed effort and items identified in Nte
Number 25 in the CBD. Statement of Work guidance is available in
MIL-HDBK 245C dated 10 Sep 91. This handbook is available as shown in
FAR Clause 52.210-2. The Statement of Work shall divide the total task
into a basic effort for the design and an option for the development,
fabrication and delivery of the focal plane arrays. The contractor's
proposal (or any part thereof) may be incorporated into the resultant
contract by reference. (4) Page Limitations: The technical proposal,
including all information, indexes, foldouts, photographs, appendices,
and attachments shall not exceed 50 pages, (10 pitch)
single-sided/double-spaced 8 1/2'' x 11.'' Pages in excess of this
limitation will not be considered by the government. Cost proposals
have no limitation, however, offerors are requested to keep cost
proposals to a goal of 15 pages (single-spaced) maximum. The technical
proposal shall include the following: executive summary, proposal
text, references, statement of work, resumes, the work breakdown
structure, schedule, facilities and equipment descriptions,
deliverables, and past performance. The executive summary, resumes,
facilities/equipment descriptions, and past performance are not
included in the page limitation. (5) Preparation Costs: This PRDA
announcement does not commit the government to pay for any response
preparation costs. The cost of preparing proposals in response to this
PRDA is not considered an allowable direct charge to any resulting
contract or any other government contract, but may be an allowable
expense to the normal bid and proposal indirect cost as specified in
FAR 31.205-18. (6) The past performance description is to be limited to
ten (10) pages. (7) If a subcontract(s) with a Federally Funded
Research and Development Center (FFRDC) is proposed, offerors are
reminded of the limitations in their use (see FAR 35.017) and must
provide documentation in the proposal that the work is not otherwise
available from the private sector. E--BASIS FOR AWARD: Proposals which
comply with the requirements identified in this announcement will be
competitively evaluated in accordance with AFMC FAR Supplement
5335.016(92) and 5335.90. Specifically, any proposals received will be
evaluated and classified into one of the following three categories:
(1) Category 1 - Well-conceived, scientifically, and technically sound
proposals pertinent to program goals and objectives, and offered by
aresponsible contractor with the competent scientific and technical
staff and supporting sources needed to ensure satisfactory program
results. Proposals in Category I are recommended for acceptance and
normally will be displaced only by other Category I proposals.
Proposals in this category are funded subject to the availability of
funds. (2) Category II - Scientifically or technically sound proposals
that may require further development and can be recommended for
acceptance, but are at a lower priority than Category I. Proposals in
this category are not always funded. (3) Category III - Proposals which
are recommended for rejection for the particular announcement under
consideration. This includes proposals for research in an area for
which there are not sufficient funds to support the proposed effort
and/or proposals for research which is similar to work currently
underway or previously completed. Discussions will be conducted with
only those offerors selected for funding in accordance with AFMC FAR
Sup 5335.016(92)&(93). Technical considerations are more important than
cost. The technical proposals will be evaluated using the following
criteria listed in descending order of importance: (a) overall
scientific and/or technical merits of the proposal and its relevancy to
current DoD needs, (b) new and creative solutions to design and develop
infrared focal plane arrays with two or more simultaneous wavebands,
(c) offeror's understanding of the scope of the technical effort, (d)
offeror's understanding of the problems involved in attaining the
desired product and of the current ''state-of-the-art'' in the area of
simultaneous two waveband focal plane arrays, (e) offeror's ability to
adhere to the schedule, (f) manufacturing risk and ease of use in
integrated systems, (g) offeror's capabilities, related experience, and
qualifications of proposed personnel, facilities, techniques, or unique
combinations of these, and, (h) offeror's record of past and present
performance with single or multiband infrared focal plane arrays. No
other non-cost evaluation criteria will be used. The technical and cost
proposals will be evaluated simultaneously. The following cost
evaluation shall be considered: The reasonableness and realism of
proposed costs and the availability of funds. The Air Force reserves
the right to select for award any part of, all, or none of the
proposals received in response to this anouncement. OFFERORS ARE
CAUTIONED THAT ONLY CONTRACTING OFFICERS ARE LEGALLY AUTHORIZED TO
