by the U.S. Army Space and Strategic Defense Command for the Program
Executive Office, Missile Defense, Theater High Altitude Area Defense
Project Management Office (THAAD PMO), for a System Engineering and
Technical Assistance (SETA) contract. The THAAD PMO requires SETA to
support acquisition tasks and activities required for conducting the
Engineering Manufacturing Development (EMD) phase and transitioning to
full rate Production. Key areas include: translation of the
Demonstration/Validation (DEM/VAL) prototype designs into stable,
producible, and cost effective production representative designs,
validation of the production and manufacturing processes through low
rate initial production, evaluation of system capabilities through
developmental and operational testing activities, and early operational
assessments of system capabilities. The effort involves support in the
following areas: 1. Missile: Analysis of the design and development of
the missile round, ground support equipment, and launch equipment,
development/maintenance of 6 DOF missile simulation. 2. Radar:
Evaluation of plans for radar interface and integration with other
elements of a system, including the impact of the radar technical
requirements (i.e., surveillance characteristics, acquisition rates,
target/object tracking capabilities, discrimination characteristics,
and kill assessment capabilities) and radar program schedule. 3. Battle
Management/Command, Control, and Communication and Intelligence
(BM/C3I): Assessment, analysis, evaluation, and verification of BM/C3I
performance specifications through the use of models, simulations,
operator system interface rapid prototyping, and screen design tool,
and functionality and algorithm development. 4.
Transporter/Erector/Launcher: Analysis of launcher, including the
carrier, missile round pallet, electronics module, launch module
interface unit, dynamics reference unit, and associated software. 5.
System Engineering: Integrated engineering eforts in terms of planning,
execution, and effective management of cost, schedule, and performance,
including Engineering Planning, Management, and Control, Engineering
Requirements, Analysis, Integrated Design Development, and Verification
and Validation, Risk Assessment, Security Engineering, Production
Planning, Design to Unit Production Cost, Milestone Support, User
Support, Pre-Planned Improvements, Technology Infusion, and Military
Specifications and Standards Reform. 6. Software Engineering: Software
development, management, impact, and performance to include
development of processes, coordination and integration of software
products, reviewing and evaluation of end item products, and assessment
of test and validation results. 7. Test and Evaluation: Review,
analysis, and evaluation of technical and operational test requirements
to include Documentation and Activities, Test Range Planning and
Support, Flight Test Planning and Analysis, Ground Test Planning and
Analysis. 8. Design Assurance: Independent review and analysis of
design assurance requirements, plans, reports, procedures, analyses,
and test data to ensure the successful development of high quality,
highly reliable hardware and software inclusive of Reliability,
Availability, and Maintainability (RAM), Quality Assurance,
Standardization and Parts Control, Corrosion Prevention and
Deterioration Control, Safety, Environmental, and Testability
requirements. 9. Configuration Management: Management review, analysis,
and evaluation of the development and implementation of configuration
management requirements and methodology. 10. Integrated Logistics
Support: Logistics/technical support to include all areas of
ILS/MANPRINT. 11. Program Management: Review, analyze, and evaluate
program plans, reports, briefings, schedules, cost estimates and
documentation, design-to-cost program, independent risk management
program to include identification of risk areas, analysis of
performance, and risk mitigation alternatives, and graphics support for
the program. A broad range of labor categories is required to perform
the proposed acquisition. These include: Program Manager, Senior
Management/Technical Staff, Senior Engineer/Scientist, Senior
Production Engineer, Senior Software Engineer/Scientist, Senior System
Analyst/Engineer, Senior Logistics Analyst, Engineer/Scientists,
Software Engineer/Scientist, Management Analyst, Systems Analyst,
Asociate Engineer/Analyst, and Administrative. The labor categories
must cover the eleven areas stated above. A range of skill levels must
be provided in all of the categories for efficient accomplishment of
each task under the effort. The effort is expected to require 120
man-years per year for a five (5) year period. Respondents must provide
the following information: 1. Listing of contracts over the past three
years which relate specifically to the eleven areas outlined above. 2.
Description of recent and relevant successful experience in each of the
eleven areas stated above. 3. Resumes for a lead individual in each
area. 4. Facility size in square feet and level of security clearance
at the facility. 5. Number of full-time employees, number of part-time
employees. 6. State whether you are a small or small disadvantaged
business. The Standard Industrial Classification Code is 8731 and the
size standard is 1000 employees. 7. Response should be limited to one
document not more than 30 pages (8 1/2 by 11 inches). It is anticipated
that foreign participation will not be allowed. Potential respondents
should submit a one paragraph statement of interest five (5) days after
