326-4816 (Site Code DACW57) 1. CONTRACT INFORMATION: Hydrologic and
hydraulic engineering and design, coastal engineering and water
resource management services are required for various projects assigned
to the Portland District. An Architect-Engineer (A-E) indefinite
delivery-type contract for $750,000 will be awarded, with a base period
of one year and an option of one year. Delivery orders will not exceed
$150,000. This announcement is open to all businesses regardless of
size. If a large business is selected for this contract, it must comply
with FAR 52.219-9. Subcontracting goals for this contract are that a
minimum of 60.3% of the proposed subcontracting amount be placed with
small business (SB), including small disadvantaged business (SDB), 9.8%
be placed with SDB, and 2.9% be placed with small women-owned business.
Estimated contract award will be July 1996. 2. PROJECT INFORMATION:
Typical services to be provided will include a wide range of
engineering and technical studies in the water resources civil works
field. Specific services anticipated include, but are not limited to:
on-site investigations and analyses related to civil works projects;
assessment of site conditions relevant to coastal project performance
and design; ground surveys of channel and overbank cross sections of
streams; analysis of hydrologic processes including precipitation,
runoff, water supply forecast, etc.; collection and analysis of
sediment transport and bed material samples; preparation of study,
technical, and value engineering reports; preparation of contract plans
and specifications; design of navigation channels and harbor and
coastal improvements; analysis of sediment transport in rivers,
streams, lakes, estuaries, and in coastal areas; development of
sediment yield estimates for volcanic or mountainous watersheds;
development of design values for wave height determination to include
fetch length, and wind speed and duration; determination of applicable
wave climate for a coastal site; calculation of wave forces, wave
overtopping, and wave transmission; preparation of Water Control Manual
for civil works projects; performance of reservoir regulation studies;
performance of flood reduction analyses; performance of statistical
analyses of hydrological data to produce pertinent statistical
relationships as specifically needed; and the performance of hydraulic
analysis of channels using 1-dimensional and 2-dimensional analyses
for steady and unsteady flow situations. Applicants should submit
documentation listing completed projects and current capabilities,
including documentation that demonstrates the applicants ability to
competently use various computer programs including, but not limited
to: HEC-1, HEC-2, HEC-5, HEC-7, TABS, UNET, HEC-RAS, ACES, Flood Flow
Frequency (WRC), HEC Data Storage System, and SSARR. Selected firm must
be able to produce engineering plates on a CADD system in Intergraph
MicroStation Version 5.0 or DXF format and provide design and drawings
fully compatible with Portland District Intergraph CADD system. A list
of equipment or proposed conversion software must be contained in the
firms package so that compatibility can be verified. Cost estimates
will be required in Corps of Engineers Micro-Computer Aided Cost
Estimating System (MCACES). 3. SELECTION CRITERIA: Selection criteria
for this project will be based upon the following, listed in descending
order of importance (first by major criterion and then by each
sub-criterion). Criteria a-g are primary, Criteria h-j are secondary,
used only as tie-breakers. a. Specialized experience and technical
competence in hydrologic, hydraulic, coastal and water resource
engineering as described above. Experience must have been performed
within the last five years. b. Demonstrated expertise in the
application of the above described computer programs. c. Professional
qualifications of personnel to be assigned to project. Evaluation will
consider education, training, registration, and the amount and
relevance of experience. Personnel provided for these services must be
experienced in disciplines which would enable performance on a wide
variety of projects. Specifically required will be professional
engineers with experience in river engineering, hydrology, water
resources development, sediment transport, fluvial morphology, and
coastal analysis. Cost Engineers will have completed MCACES basic and
advanced training courses or have demonstrated advanced level ability
on previous MCACES projects. The following disciplies will be evaluated
(minimum number to be evaluated shown in brackets to right of each of
the discipline: (1) Project Manager (1); (2) Hydraulic/Hydrologic
Engineer (2); (3) Civil Engineer (1); (4) Coastal Engineer (1); (5)
Geologist (1); (6) Cost Engineer (1); (7) CADD Technician (2). d.
Ability to meet CADD requirements as specified above. e. Design Quality
Assurance: (1) Description of quality control processes used by the
firm. (2) Description of approach firm would use to allocate key
personnel on this contract if successful offeror. Includes
organizational chart showing inter-relationship of management and
design team components. f. Past performance of contracts with
government agencies and private industry with respect to cost control,
quality of work, and compliance with performance schedules. g. Current
workload and capacity of firm to accomplish required services on
schedule. Firm should estimate volume of work anticipated during life
of this contract, and percentage of resources available to perform
required services. h. Extent of participation of SB, SDB, historically
black colleges and universities, and minority institutions in the
proposed contract team, measured as percentage of total estimated
effort. i. General geographical location of firm with regard to firms
consultants and Portland District. j. Volume of DOD contract awards in
last 12 months. 4. SUBMISSION REQUIREMENTS: Interested A-E Firms
having the capability to perform this work must submit one copy of SF
254 and SF 255 for prime and all consultants, to above address no later
than close of business on the 30th day after the date of this
announcement. Include the firms ACASS number in SF 255, Block 3b.
