The Philadelphia District, U.S. Army Corps of Engineers intends to
award up to two (2) one year Architect-Engineer Indefinite Delivery
Contract(s) for Comprehensive Coastal Planning Services to support
civil works and work for others missions assigned to the District. The
contract(s) shall be for a period of one year with an option for one
additional year. The maximum delivery order limit is $150,000.00. The
cumulative total for all delivery orders in either the base or option
year shall not exceed $400,000.00. The cumulative total of all delivery
orders for both the base and option year shall not exceed $500,000.00.
In addition, the total Federal Information Processing (FIP) work
allowed under each contract including both the base and option years is
$100,000.00. 2. Project Information: The primary sites of work under
this contract will include: the Delaware River and Bay and tributaries
and the Atlantic Ocean coastline which includes the states of
Pennsylvania, Maryland, Delaware and New Jersey. Work may be required
outside the noted areas under this contract. The selected A/E will
primarily provide assistance to the Coastal Planning Section within the
District, by making planning, design, engineering and economic
investigations pertaining to various Corps of Engineers projects or
studies. Work with other groups within the Philadelphia District or
outside the Philadelphia District may be required. The firms will be
used primarily for coastal water resources planning, coastal
engineering designs and investigations, coastal analysis and modeling,
environmental restoration and design along the coast, and preparation
of studies and reports. Other related work will include but not be
limited to: structural and civil engineering and other engineering and
sciences related to rivers, flooding and related environmental
evaluations. Firms must have available professionals experienced in the
following fields: coastal data acquisition, coastal processes and
engineering, environmental analysis and engineering, cost engineering,
Geographic Information Systems (GIS) plan formulation, hydrology and
hydraulics, economics, institutional studies and financial analyses,
public involvement and graphic arts and report writing. The firm(s)
must be qualified in the work areas described and be familiar with
Corps of Engineers requirements and regulations for preparation of
planning reports. Design will be in metric (SI) units. 3. Selection
Criteria: Significant selection evaluation in relative descending order
of importance will include: (1) Specialized experience in coastal and
other types of work noted and Corps procedures and regulations; (2)
Professional qualifications of the staff in the work noted: (3)
Capacity of the firm to accomplish multiple delivery orders
simultaneously within the required time and cost limitations; (4) Past
performance, especially on Department of Defense contracts; (5)
Location within the general geographic area will be a consideration in
the selection, provided a sufficient number of qualified firms respond
to this announcement; (6) Demonstrated success in prescribing the use
of recovered materials and achieving waste reduction and energy
efficiency in facility design; (7) Extent of participation of SB, SDB,
historically black colleges and universities, and minority
institutions in the proposed contract team, measured as a percentage of
the estimated effort. As a requirement for negotiations, the selected
contractor will submit for government approval a quality control plan
which will be enforced through the life of the contract. The district
reserves the right to terminate negotiations with firms that do not
respond to Government requests for proposals, information,
documentation, etc. in accordance with established schedules. 4.
Submission Requirements: Responding firms must clearly present billing
amounts for all USACE work as well as all other DOD work for the 12
months prior to the date of this announcement. Firms which desire
consideration and meet the requirements described in the announcement
are invited to submit a completed SF 254 and SF 255 (revised edition
dated 11/92) for the prime and SF 254 for each consultant, to the above
address not later than the close of business on the 30th days after the
date of this announcement. If the 30th day is a Saturday, Sunday or
Federal holiday, the deadline is the close of business the next
business day. Include ACASS number in Block 3b. of the SF 255. Call the
