This will require complete SB&P of the entire lower gate and portions of the upper gate. b. Abrasive blast clean (SSPC-SP5) and paint manhole covers and frames (2 each) and handhole covers and frames (10 each), to include edge protection for steps. c. Replace machinery pit frames (4 each) with new frames and replace hinged doors with 1/4'' diamond plate aluminum material. d. Abrasive blast clean (SSPC-SP5) and paint and lower southeast tie back sheet pile lock walls. e. Remove lower gate structure access ladders (2 each), and 1 Northwall and Southwall. Cut and remove rungs flush with concrete, brush clean and paint. Fabricate new ladder with 1'' diameter solid rungs on 1/4''x4''x6'' steel angles. Anchor ladder into concrete with stainless steel 1/2'' concrete expansion anchors. f. Relocated side seals from lock walls to sector gate. g. Repair (plug) hole in lock chamber wall in vicinity of ladder recess downstream of northwest sector gate. h. Paint entire length of 4-inch diameter water pipe (PVC) and attaching hardware from lock to the termination at north end of spillway structure. i. SB&P dewatering bulkheads presently stored at More Haven Lock. Bulkheads previously been determined to contain lead-based paint. j. Paint a yellow band in the recess area where the staff gages were mounted on both sides of the lock chamber. Evaluation Factors are as follows: Technical, to include, Management Plan (sub factors Technical Understanding, Quality Control, and Safety), Experience, Equipment and Personnel, and Cost. Anticipated issue date is 15 Feb 96 and proposal due date 19 Mar 96. Magnitude of construction is between $500,000.to $1,000,000. Pre-Solicitation Notice will be issued on or about 29 Nov 95. Invitation DACW17-95-R-0011 will be issued on or about 15 Feb 96 and opened on or about 19 Mar 96. Cost of Plans and Specifications is $35.00.
