95 17. The Defense Personnel Support Center (DPSC) is soliciting
proposals in the area of Combat Ration Network (CORANET) for Technology
Implementation and related technology. Proposed research and
development should investigate innovative approaches that enable
significant advances in manufacturing and related technology, devices,
or systems. Technical oversight of the projects selected for funding
under this BAA will be performed by DLA. A total of approximately $11.8
million over a 5-year period is planned for funding multiple efforts
selected from this BAA. Total contract values will not exceed: $25,000
per year per CORANET partner, $150,000 for each individual project,
and $800,000 per year per Demonstration Site (DEMO). The goal of this
program is to significantly improve the combat ration industry's
ability to respond quickly to meet a wide range of military conditions
through research, development, technology transfer demonstrations, and
implementation for the combat ration community and related industries.
Each organization participating in the program is a Partner in the
CORANET. The network of organizations include, but are not limited to,
universities, equipment manufacturers, equipment suppliers, current
ration manufacturers, and software developers. Each CORANET partner
will be responsible for utilizing its technical expertise to advance
the state-of-the-art of manufacturing process technology and facilitate
its implementation into industries that support DLA. Proposals for
individual efforts should be submitted. The potential technical areas
include, but are not limited to, electronic data interchange,
computer-aided design, computer integrated manufacturing, simulation,
production control, artificial intelligence, manufacturing software,
materials, factory operations, equipment development, equipment
automation, quality assurance devices, work methods, worker
performance, inspection, and testing. The program consists of two
parts, namely, Combat Ration Network (CORANET) for Technology
Implementatin, and the Demonstration Facility Site (DEMO). For CORANET
proposals, a technical plan is required to identify opportunities for
technology improvement through short-term projects (STP's). The DEMO
requires the contractor to provide cost sharing in matching cash (cash
outlay), equipment, and facilities. The contractor shall share in the
cost performance of the DEMO by providing a minimum level of 33% cash
outlay for costs other than equipment and building facilities for the

contracts, however, the number of awards will be dependent upon the
needs of the Government, the technical excellence of the proposals, and
availability of funds. Proposals shall be submitted in separately-bound
volumes, namely, Volume I titled Technical Proposal, and Volume II
titled Cost Proposal. The offeror may submit proposals for the CORANET
only. Submission of a DEMO proposal is optional. The DEMO proposal
does not affect the CORANET evaluation. DEMO awards will be limited to
successful CORANET offerors. An offeror may submit proposals for a
DEMO with the initial cost proposal submission or, if a successful
CORANET offeror, during the CORANET contract period of performance.
Offerors must submit an original and four (4) copies of full proposals
by 3:00 P.M. local Philadelphia time on 16 January 96 in order to be
considered for evaluation. Address proposals to the Defense Personnel

must obtain a pamphlet, BAA 96-01 Proposer Information, which provides
further information on areas of interest, requirements, submission of
proposals, evaluation process, evaluation of proposals, proposal
format, and other general information. This pamphlet may be obtained by
fax or mail request to the administrative contact address given below.
Note: If you have formally requested CORANET information form DPSC
based on the November 17, 1995 CBD announcement, you will automatically
receive the BAA pamphlet. Proposals not meeting the format described in
the pamphlet will not be reviewed. This notice, in conjunction with the
pamphlet BAA 96-01 Proposer Information, constitutes the total BAA. No
additional information is available, nor will a formal RFP or other
soliciation be issued regarding this announcement. Requests for same
will be disregarded. The Government reserves the right to select for
award all, some, or none of the proposals received. All responsible
sources capable of satisfying the Government's needs may submit a
proposal which shall be considered by DLA. Historical Black Colleges
and Universities (HBCU) and Minority Institutions (MI) are encouraged
to submit proposals and join others in submitting proposals, however,
no portion of this BAA will be set-aside for HBCU and MI participation
due to the impracticability of reserving discrete or severable areas
of research and development in combat ration manufacturing and related
technology community. Evaluation of CORANET proposals will be
accomplished through technical review of each proposal using the
following criteria, which are listed in descending order of importance:
(1) Past Performance/Experience, (2) Technical merit, (3) Benefit to
the DLA Mission, (4) Understanding the Problems Encountered in the
Packaged Food Manufacturing Industry, (5) Focused Technical Area, and
(6) Management. Evaluation of DEMO proposals will be accomplished
through a technical review of each proposal using the following
criteria: (1) Demonstration Facility Operational Plan, (2)
Demonstration Cycle, (3) Education and Training (DEMO), (4) DEMO
Financial Plan and Budget, (5) Management Information Services, and (6)
Coalition. A BAA WORKSHOP is scheduled to be held at DPSC on December
13, 1995. Interested parities should contact the administrative office
cited below. All administrative correspondence and questions regarding
this announcement, including requests on how to submit a proposal,
shall also be directed to the administrative office noted below.
Proposals may NOT be submitted via fax or e-mail. Any proposals sent as
such will be disregarded. Requests may be made via telephone or fax,
however, ALL REQUESTS MUST BE CONFIRMED IN WRITING. This announcement
will remain open for a period of one (1) year from the date of initial
publication, 17 November 1995. Proposals may be submitted anytime
during the one year period provided that they are in accordance with
the detailed publication, BAA 96-01 Proposer Information. The
