Agency has a requirement for National Air Pollution Emission Standards
Support. The successful contractor(s) will provide support for the
development of National Emission Standards for Hazardous Air Pollutants
(NESHAP) under section 112 of the Clean Air Act (CAA), New Source
Performance Standards (NSPS) and Emission Guidelines under sections 111
and 129 of the CAA, and standards regulating the emission of volatile
organic compounds (VOC) under section 183 of the CAA. Support is needed
for a total of roughly 8 projects annually. The contractor may be
required to provide support for any or all of the phases the standards
development process. These phases include: data gathering, data
analysis, background information documentation, preparation for
proposal, preparation for promulgation, litigation, and outreach
activities. Contractor should be experienced in the process of
developing environmental standards. This experience would include
skills such as the ability to gather and organize large amounts of data
and use this data to estimate emissions and the impacts of proposed
standards. Contractor should also have experience in preparing
documentation to support environmental standards and drafting
environmental regulations. EPA may employ innovative or non-traditional
approaches to developing standards which would require the contractor
to have experience in activities related to consensus-based or
negotiated regulation development, such as organization and
facilitation of meetings. For information purposes, the incumbent is:
EC/R Incorporated (68D10119). This contract expires on 8/1/96. (A
separate solicitation will be issued as a full and open competition
(D600005M1). The incumbents of the full and open competition portion
are: Midwest Research Institute (68D10115), Pacific Environmental
Services (68D10116), Radian Corporation (68D10117), and Research
Triangle Institute (68D10119).) EPA anticipates the award of a
level-of-effort cost plus fixed fee contract. EPA's requirement is for
a total of 100,000 labor hours over a five-year period. The
solicitation will be available on o about 12/22/95. Proposals will be
due approximately 40 days after the RFP issuance date. Interested
parties may obtain a copy of the solicitation by submitting a written
request to the contact point and address listed above. No telephone,
electronic, or faxed requests will be honored. Only a limited number of
copies will be available. Only one copy shall be issued to a corporate
entity, regardless of the number of requests from one or more
different geographic locations. A copy of the preliminary source list
will be mailed with the solicitation. A separate request is not
required. This IS a small business set-aside. SIC Code 8748, which has
