C -- INDEFINITE DELIVERY CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR PROFESSIONAL SURVEYING, MAPPING AND GEOGRAPHICAL INFORMATION SYSTEMS (GIS) SUPPORT SRVS FOR VARIOUS PROG. & PROJ. SOL W31RYO-5333-1631 POC Contract Specialist, Patricia Newman, 205-895-1383 or J. N. Etheridge, III, Contracting Officer (Site Code DACA87) Architect-Engineer (A-E) services are required to assist in the performance of surveys, map development, and geographical information system data development and collection for Programs and Projects supported by the Engineering and Support Center, Huntsville. The services are expected to include, but not be limited to, supporting the development and acquisition of field data in the accomplishment of technical, qualitative and quantitative information. The proposed contract will providefor reports and other data together with supporting material developed during the field data acquisition process. Required services may include aerial surveys, topographic/planimetric/hydrographic/cadastral surveys, orthophotography and digital orthophotography, wetland delineation, location of buried utilities, location of overhead utilities, and other engineering related services required for design. Activities may also include: detailed site plan topographic mapping for planning; design site investigations; military installation master planning; automated mapping-facilities management - geographic information systems (AM/FM/GIS) mapping and related remote sensing applications; high-order geodetic control (horizontal and vertical) surveys using Differential Global Positioning System (DGPS) and conventional survey techniques for project control; precise structural deformation surveys and studies for the establishment of construction and remediation plans; and special studies relating to criteria development for engineering and construction surveying and mapping techniques. Since some engineering design may be required under this contract, responding firms must be capable of providing design drawings on a computer-aided design and drafting (CADD) system. Drawings and other documents shall be prepared in accordance with the formats defined in HNDM 1110-1-1. All final drawings will be computer-generated, plotted and provided in a format and medium that will permit theirloading, storage and use without modification or additional software on the Engineering and Support Center, Huntsville geographical information system (GIS) and graphics systems workstations. The Engineering and Support Center, Huntsville graphics system consists of Intergraph Corporation supplied TD-4 and TD-5 workstations and personal computers running Microstation Version 5.0 and Modular GIS Environment (MGE) software products. Data shall be submitted on system compatible 2.3 GB, 5 GB or 10 GB, 8mm data cartridge, 3.5-inch 1.4 mbyte floppy disk, 5.25-inch 1.2 mbyte floppy disk, or preapproved CD formats. State the CADD system to be used and demonstrate how it is compatible with the Corps of Engineers Engineering and Support Center, Huntsville system. An indefinite delivery/indefinite quantity contract will be negotiated and awarded with a base period of one year and two optional periods of one year each. Individual fixed-price delivery orders will not exceed $500,000 and the annual ceiling for the base year and each option year of the contract is $3,500,000. The contract is anticipated to be awarded in Feb. 96. SELECTION CRITERIA: The following evaluation criteria for this proposed contract are mandatory and relatable to one or more of the factors in Note 24. 1) PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE of REQUIRED SERVICES: SUBFACTORS: (a) Demonstrated experience and expertise in the disciplines of surveying, mapping, terrain analysis, civil engineering, environmental engineering, electrical engineering, utilities engineering, computer systems operation and integration, aerial surveying, cadastral surveying, planimetric surveying, topographic surveying, high-order geodetic control surveying, orthophotography and digital orthophotography, geographic data collection, site planning, site master planning, automated mapping, and facility management. (b) All survey work must be performed under the supervision of a Registered Land Surveyor or a Registered Professional Engineer with experience in surveying with demonstrated experience in computer aided drafting and design (CADD). (c) All aerotriangulation must be accomplished under the supervision of a certified photogrammetrists (American Society of Photogrammetry and Remote Sensing (ASPRS)) who is a full time permanent staff member with the firm. (2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE in TYPE OF WORK REQUIRD: SUBFACTORS: (a) Demonstrated expertise in aerial, cadastral, topographic and hydrographic surveying; photogrammetric mapping; analytical aerotriangulation; stereo compilation; and digitizing map information. (b) Experience and demonstrated capability in performing orthophotography and digital orthophotography. (c) Specialized experience and demonstrated expertise in performing aerial photography, stereographic digitizing, and digitized mapping for similar projects. (d) Demonstrated knowledge of interactive Computer Aided Design and Drafting (CADD) and Modular GIS Environment (MGE) software products. (e) Experience and demonstrated capability with static/kinematic GPS equipment capable of subcentimeter accuracy, electronic total station with data collector, and CADD/GIS data processing equipment. (3) CAPACITY TO ACCOMPLISH THE WORK in THE REQUIRED TIME: SUBFACTOR: Interested firms must demonstrate that they have in-house capacity, or adequate forces, to accomplish all of the work in accordance with the proposed contract performance period above. Subcontractor/consultant experience/credentials will be inputted to and evaluated as part of submissions only if they are identified and the submission includes a commitment from each subcontractor/consultant to undertake performance under any resulting contract. (4) PAST PERFORMANCE ON CONTRACTS WITH GOVERNMENT AGENCIES and PRIVATE INDUSTRY IN TERMS OF COST CONTROL, QUALITY of WORK, AND COMPLIANCE WITH PERFORMANCE SCHEDULES: SUBFACTOR: The proposed contract type is firm fixed-priceindefinite delivery order; therefore, cost control is not of prime importance in the evaluation of this contract. Firms with unsatisfactory or marginally unsatisfactory past performance evaluations (poor or below average) will not receive consideration for award of this contract. (5) LOCATION IN THE GENERAL GEOGRAPHICAL AREA OF THE PROJECT AND KNOWLEDGE of THE LOCALITY OF THE PROJECT, PROVIDED THAT APPLICATION of THE CRITERION LEAVES AN APPROPRIATE NUMBER of QUALIFIED FIRMS, GIVEN THE NATURE AND SIZE OF THE PROJECT: Not applicable to this contract. (6) VOLUME OF WORK AWARDED BY DOD DURING THE PREVIOUS 12 MONTHS: SUBFACTOR: Equitable distribution of work among A-E firms, including small and small disadvantaged business firms and firms that have not had prior DOD contracts, will be a consideration of the Selection Board. This contract is not set aside under either of thes criteria, however, responding large business firms are urged to consider seriously the award of subcontracts to small disadvantaged and other small business firms. In determining the value of DOD awards over the past 12 months, awards to overseas offices for projects outside the United States, its territories and possessions, to a subsidiary, if the subsidiary is not normally subject to management decisions, bookkeeping, and incorporated subsidiary that operates under a firm name different from the parent company will not be considered. The relative order of importance of the factors and subfactors follow: Factor 1 and 2 above are most important and are listed in descending order. Factor 3 is less than one-half the importance of Factors 2, and is slightly more important than Factor 4. Factor 4 is twice the importance of Factor 6 which is of least importance. Subfactor a under Factor 1 is significantly more important than subfactor b and c, which are of equal importance. Subfactors a through c under Factor 2 are listed are of equal importance and are of more importance than factors d and e which are listed in their descending order of importance. Interested firms are requested to state in Block 10 of the SF 255 the value of all A-E contract awards to the firm, including modifications, by the Department of Defense during the previous 12 months as of the date of this announcement. Special instructions on submittal length. The entire submittal package shall not exceed 130 pages, and Blocks 7, 8, and 10 of the SF255 shall not exceed 30, 20, and 50 pages respectively; and SF254 shall not exceed 20 pages. Any pages in excess of these limits will not be evaluated. Also the electronic transmission (i.e. facsimile, E- mail, etc.) of SF 254s & 255s and any corrections or amendments to those submittals will not be accepted. Notwithstanding, the reference to geographic location will not be a factor in selection. Submittals must be received at the address indicated above not later than the close of business 30 calendar days from the publication date of this announcement with ''day 1'' being the next day after publication.
