DACA87) The U.S. Army Corps of Engineers, Engineering and Support
Center, Huntsville is procuring software or a software use license for
the Corps of Engineers worldwide use by cost engineers/estimators. The
software will allow cost engineers/estimators to perform cost risk
analysis on Military and Civil Works Construction Projects and
hazardous, toxic and radioactive waste (HTRW) cleanup projects. The
results obtained in performing cost risk analyses with this software
must be such as to convey confidence in estimating budgets and
construction cost estimates. It is the intent to obtain COMMERCIAL
OFF-THE-SHELF (COTS) risk analysis software that can be enhanced to
perform cost risk analysis on Government construction and HTRW
projects. In case of non-availability of suitable COTS software for
enhancement, development of cost risk software will be considered.
Samples of enhancements envisioned are: 1. The software must be a
standalone module, but must, also, have the capability of interfacing
with the Microcomputer Automated Cost Estimating System for Windows
module and the Parametric module of the Tri-Services Automated Cost
Engineering System (TRACES). 2. The software must perform cost risk
analysis based on the Monte Carlo approach to produce distribution
functions applicable to cost estimating (e.g., normal, lognormal,
etc.). 3. The software must operate on an IBM coompatible microcomputer
using as a minimum a 386/33 processor. 4. The software must operate in
the Windows 3.1 graphical user interface environment. Offerors must,
also, have the capabilities of providing hotline telephone support and
training of cost engineers/estimators in the use of software. THE
PURPOSE OF THIS ANNOUNCEMENT IS TO DETERMINE THE AVAILABILITY OF SMALL
BUSINESS FIRMS THAT HAVE COST RISK ANALYSIS SOFTWARE THAT CAN BE
ENHANCED, OR OF FIRMS CAPABLE OF PRODUCING SOFTWARE THAT WILL PERFORM
COST RISK ANALYSIS ON MILITARY AND CIVIL WORKS CONSTRUCTION AND HTRW
CLEANUP PROJECTS. All responding offerors must provide the Engineering
and Support Center, Huntsville, with their capabilities and experience
for satisfying the requirement for microcomputer software which will
perform cost risk analysis on Corps of Engineers proects to include
cost, statistical approach, methodology, and other information that
will help in the evaluation of the offeror's capabilities to meet the
above requirements. The information should be mailed to the U.S. Army
Engineer Division, Huntsville, ATTN: CEHND-CT-C (Ms. Atkins), P.O. Box
1600, Huntsville, AL 35807-4301 on or before close of business on 20
December 1995. The letter should reference DACA87-96-R-0014, and should
include information on the business size, and information as to whether
the firm is a small and disadvantaged business, a Historically Black
College or University or a member of the Small Business Administration
8(a) program. For purposes of determining business size, the Standard
Industrial Code applicable to this procurement is 7379. For this
action, an offeror whose gross annual receipts over the past three
years does not exceed an average of $18 million is considered a small
business. This is not a request for proposals. It is the intent of
