Proposed sole source procurement is with the South Carolina Department of Natural Resources Wildlife and Freshwater Fisheries. This procurement is to conduct Creel Surveys, analyze the data, and provide the results of the study in a final report for the Richard B. Russell Lake and the J. Strom Thurmond Lake for a one-year period, with the option to extend the contract for three one-year periods. The surveys will be geographically stratified based on historical effort documented within each lake section since 1991, as well as weekend and weekday samples. Creel clerks will be used to conduct angler interviews within statistically selected lake areas. Creel clerks will be used to conduct angler interviews within statistically selected lake areas. Each creel clerk will make a progressive angler count while conducting interviews and allow sufficient time to make one complete circuit of the particular lake area. This will allow the creel clerk to contact more angler for harvest, effort, and success data while still obtaining an angler count for expanded monthly and annual angler effort estimates. The final report will include estimates of fish harvested by species in pounds and total numbers, fishing success as numbers, pounds, and species per angler-hour, and total effort in angler hours, to be summarized by each geographical lake area and on a lake-wide basis. All responsible sources must possess the legal authority to stop boaters and/or fishermen to inspect their catch.
